First of all, welcome to the General Purposes Committee on Thursday the 23rd of January. Item 1, apologies for absence. Thank you. Item 2, knowledge and business. Item 3, declarations of interest. I don't see any. Item 4, minutes. Our members have to agree the minutes of the last meeting. Thank you very much. We'll now move on to Item 5. I will hand over to Steph Nils. Thank you, Chair. So this report asks for the committee to agree the salary range for the following Chief Officer post. It's for the Director of Public Health within the Directorate of Health and Adult Services, Chief Officer Band B, salary range £119,467, rising to £131,210. By way of introduction, the Director of Public Health is a statutory Chief Officer post, which is accountable for the delivery of public health responsibilities. They are also the principal advisor on all matters for elected members and officers, with a frontline leadership role spanning health improvement, health protection and healthcare public health. The current Director of Public Health will be leaving his post in April 2025, so the Council is therefore seeking to recruit a replacement to that position. The intention is to appoint to the bottom of the grade for that post, but this report also asks for the committee's position to appoint to the top, if necessary, in order to secure the appropriate candidate for that position. Establishment of Appointments Panel, Chief Officer Recruitment for Director of Resources and Other Associated Appointments. I will hand over to Steph Nils to present. Chair Diamond Cook is going to present that report. Thank you. Okay, thank you, Chair. So this report is to agree the salary range of the Chief Officer posts numbering 8, as set out in 1.2 of the report. Those posts that are listed at paragraph 1.2 are newly created or re-sculpt roles arising for reorganisation of the Resources Directorate Management Team, which was agreed by the Director of Resources on the 15th of January of this year. The reorganisation of the Real Resources Directorate Management Team has created seven new posts and revised an existing Head of Service post. The changes strengthen the leadership structure within directorates and will be critical to the leadership and delivery of the directorate objectives. The reorganisation of the DMT will provide more effective identification and delivery of future MTFS savings, improved overall strategic and operational financial management across all departments, a better user experience, a better user experience for internal and external customers, which includes a greater drive towards self-service, productivity improvements from redesigning core processes, which free up capacity to deliver greater value add, and continuous improvement through a revised management and staffing structure. Lastly, the terms of reference, obviously, are in relation to agreeing the salary level and the intention, whilst it is to appoint at the bottom of the grade, the discretion is sought for flexibility, as mentioned in the previous item. The DD resources will have an appointment panel. When you say a member appointment panel. I presume all assistant directors will go to an appointments panel, is that correct? And the head office will probably won't. Is that clarification? Well, it's technically anything that reports to a director will have a panel. Thank you. The DD resources will have a member appointment panel. The AD operations, no, sorry, the AD HR and OD will have a member appointment panel. I think they're the two that will have member panels. And the assistant director of operations and assistant director of HR as well? Is that correct? Or have those been the ones that have been already filled? Yes, Chair. So the intention would be for the assistant director of HR and OD to be subject to an appointments panel. The previously cited is the AD for operations. That would be an internal officer-led panel on account of the fact that that role already has an existing post holder. So it would be subject to an internal competition in line with the council's organizational change procedure. Okay. Is that normal practice? It is. Yes. Okay. Other questions? Okay.
