The proposed increases to license fees were driven by a need to cover the cost of providing licensing services and were scheduled to range from 0.5% to 49.2%. The council's policy is to maximise charges for specific services so as to minimise any indirect subsidy from the council tax payer .

The Cumulative Impact Assessment (CIA) report considered the impact of licensed premises on crime and disorder. Wandsworth currently has two CIAs in place. One covers the Battersea Park, Clapham Junction and Northcote wards, and the other covers the Southfields ward. The report proposed extending the Battersea Park, Clapham Junction and Northcote ward CIA to cover all or part of the adjoining Queenstown, Shaftesbury and Fairfield wards. The report argued that the evidence suggested that the concentration of licensed premises in these areas may be contributing to crime and disorder. The report stated that The assessment concluded that there is evidence to suggest that the concentration of licensed premises in the existing CIA area... may be contributing to crime and disorder and that this is likely to be exacerbated by the granting of further licences.
