The Sutton South, Cheam and Belmont Local Committee met on Thursday 3 April 2025, discussing community safety, budget updates, and the London Cancer Hub development. Key decisions included plans for targeted operations against illegally modified e-bikes and a commitment to further engagement on the London Cancer Hub project.
Crime and Community Safety
Sergeant James Carvey provided an update on community safety issues, with a particular focus on the problems caused by e-bikes on the High Street. Concerns were raised about the use of illegally modified e-bikes and the fire risks associated with charging them. The police are planning targeted operations to address illegally modified bikes and are working with local businesses to find solutions. While a total ban on e-bikes was discouraged, a distinction was made between e-bikes and pedal bikes, although both fall under the same legislative category. The discussion also touched upon e-scooters, cycle lanes, and the identification of illegal e-bikes and e-scooters, with a timed ban being suggested. Residents proposed mandatory insurance for all electric vehicles as a potential solution to issues arising from e-bike usage, though Sergeant Carvey highlighted challenges with testing and legislation keeping pace with technological advancements.
London Cancer Hub
Socius provided an update on the London Cancer Hub development, emphasising its global significance for science and cancer research. The Head of the London Cancer Hub Capital Programme discussed the Levelling Up Fund (LUF) Programme, its timescales, and improvements to services at Belmont Station. Solutions for flooding and a bus stop near Cotsweld Road were also mentioned. The Programme Manager for the Walking and Cycling Route on the Belmont LUF Project outlined the public engagement scheme for improving walking routes between Belmont Station and the London Cancer Hub site. Committee members raised questions regarding signage, resident parking, and input into decisions following the LUF consultation. The Head of the London Cancer Hub Capital Programme noted previous consultations and engagement with the design team, with further consultations planned. Socius addressed design feedback, layout, and the balance between commercial and residential parking needs, in collaboration with authorities and Transport for London (TfL). Residents also raised concerns about the road phases, the road leading to the London Cancer Hub, and nearby allotments. Socius indicated that the station entrance might be incorporated into later phases. The Director of Highways, Transportation and Regulatory Services suggested arranging a meeting with officers and ward councillors to discuss site-specific issues.
Budget Update
The Director for Finance introduced an overview of local government funding, explaining how different types of funding are restricted in their use and how the Council allocates its financial resources. A question was raised regarding the council's support for rough sleepers. Officers responded that some rough sleepers are known to them and are regularly approached, with emergency protocols available. Residents were encouraged to contact the Civic Centre reception if they were aware of anyone at risk of or experiencing homelessness.
Community Showcase - Sutton United Foundation
The charitable organisation, Sutton United Foundation, presented an update on its activities. The foundation currently operates three football teams with a total of 50 players. In addition to a schools outreach programme, it offers special educational needs coaching at Carew Manor. A Parkinson's walking football group was recently launched four months prior, meeting every Wednesday morning at 11:30 am at Goals in Cheam. This group is open to individuals with mobility or neurological conditions. Bobby Childs, from the Foundation, also discussed other opportunities, including boxing sessions, girls' sessions, and general activities and games. An attendee of the Parkinson's walking football group shared positive experiences. Members enquired about engaging 18 to 25-year-olds, maintaining their connection with the foundation, the process for joining (which allows new members to simply drop in), and the location of football games.
Public Questions
The Director of Highways, Transportation and Regulatory Services addressed public questions concerning ongoing consultations. They clarified that consultations are only one element of the decision-making process, with council policy, priorities, and data-led approaches also being considered. The Director offered to meet with local residents and responded to further questions about data, the Local Implementation Plan (LIP) Programme, and the implementation of 20 mph speed limits in the area.
Christmas Lights Update
An update on the provision of Christmas lights for 2024 and proposals for 2025 is to follow at a future meeting of the Local Committee.
