The Licensing Sub-Committee granted a variation to the premises licence for The Winchmore public house, extending its operating hours and licensable activities on Fridays and Saturdays. This decision was made after considering representations from the applicant, the Licensing Authority, and local residents.
The Winchmore Public House Variation Application
The Licensing Sub-Committee granted a variation to the premises licence for The Winchmore, located at 235 Winchmore Hill Road, London, N21 1QA, allowing for extended hours on Fridays and Saturdays. The application sought to extend the closing time by one hour to 00:30, and to extend the sale of alcohol, live music, and recorded music activities by one hour to midnight on these days.
The application was supported by the premises licence holder, GWN Hospitality Ltd, represented by solicitor George Domleo, and Eimear Walsh, the Designated Premises Supervisor (DPS). They argued that the extension was a sensible and considered request to provide flexibility for the pub to continue operating as a community asset. They highlighted that similar hours were already in place at nearby establishments, such as The Kings Head and Salisbury Arms, and that previous Temporary Event Notices (TENs) for extended hours had not resulted in substantiated complaints. They also stated that the premises had a good relationship with responsible authorities and that staff refresher training would be undertaken.
The Licensing Authority initially objected to the application, raising concerns about the prevention of public nuisance and the protection of children from harm, citing historical noise complaints and breaches of existing licence conditions. However, following mediation and agreement on additional conditions, including the installation of a noise-limiting device for indoor music from 23:00 on Fridays and Saturdays, and a commitment to updated plans showing the designated smoking area, the Licensing Authority withdrew its objection.
Three local residents, represented by OP3, objected to the application, citing concerns about the prevention of crime and disorder, public nuisance, public safety, and the protection of children from harm. They referred to past incidents of anti-social behaviour, noise disturbances, and breaches of licence conditions, arguing that extending the hours would exacerbate these issues. One resident submitted a representation in support of the application.
The Sub-Committee resolved to grant the application in full, imposing the agreed conditions. They emphasised the importance of all licensing conditions being complied with, particularly regarding noise levels at the perimeter of the premises. The Sub-Committee also reminded the Premises Licence Holder that any continued issues could lead to a review of the licence. The Premises Licence Holder was also instructed to submit an amended plan detailing the designated smoking area by Friday, 4 April 2025.
