The Licensing Sub-Committee of Doncaster Council met on Monday 14 April 2025 to review several Hackney Carriage and Private Hire licenses. The committee resolved to grant licenses to three applicants, defer one review, and refuse both a review and a renewal for two further applicants.

Exclusion of Public and Press

Hackney Carriage and Private Hire Licenses

• Existing Hackney Carriage and Private Hire Drivers Licence and Hackney Carriage Vehicle Licence (Case 1): The Sub-Committee considered the report from the Licensing Compliance Officer, heard representations from the applicant, and resolved that the applicant was a 'fit and proper' person to hold both a Hackney Carriage and Private Hire Drivers Licence and a Hackney Carriage Vehicle Licence. The licenses were granted.
• Existing Hackney Carriage and Private Hire Drivers Licence and Hackney Carriage Vehicle Licence (Case 2): As above, the Sub-Committee considered the report from the Licensing Compliance Officer, heard representations from the applicant, and resolved that the applicant was a 'fit and proper' person to hold both a Hackney Carriage and Private Hire Drivers Licence and a Hackney Carriage Vehicle Licence. The licenses were granted.
• Existing Hackney Carriage and Private Hire Drivers Licence and Hackney Carriage Vehicle Licence (Case 3): As above, the Sub-Committee considered the report from the Licensing Compliance Officer, heard representations from the applicant, and resolved that the applicant was a 'fit and proper' person to hold both a Hackney Carriage and Private Hire Drivers Licence and a Hackney Carriage Vehicle Licence. The licenses were granted.
• Existing Hackney Carriage and Private Hire Drivers Licence and Existing Private Hire Vehicle Licence: The review of this licence was deferred to a future date because the applicant was unable to attend the hearing due to ill health.
• Existing Private Hire Drivers Licence: The Sub-Committee considered the report from the Licensing Compliance Officer, heard representations from the applicant, and resolved that the applicant was not a 'fit and proper' person to hold a Private Hire Drivers Licence. The application was refused.
• Application to Renew an Existing Hackney Carriage and Private Hire Drivers Licence: The Sub-Committee considered the report from the Licensing Compliance Officer, heard representations from the applicant, and resolved that the applicant was not a 'fit and proper' person to hold a Hackney Carriage and Private Hire Drivers Licence. The application was refused.

Minutes of the Previous Meeting

The minutes of the meeting held on 10th February 2025 were approved as a true record. At that meeting, held at the Civic Office, Waterdale, Doncaster, the sub-committee had revoked the premises licence for Donny Drink, 6 Hall Gate, Doncaster DN1 3LU. The Senior Licensing Practitioner, Hayley Oxley, had introduced the report and Karen O’Rouke, from Trading Standards and Licensing (CDC), attended the meeting and made representations. The committee revoked the licence because there was a disregard for the licensing objectives, specifically, public safety, the protection of children from harm and the prevention of crime and disorder.
