The Licensing Committee of Carmarthenshire Council met on Tuesday 13 May 2025 to consider several applications for Hackney Carriage/Private Hire Dual Driver's Licences. The committee granted one licence with a warning, revoked two licences, and deferred one application. The committee also formally approved the minutes from previous sub-committee and full committee meetings.
Applications for Hackney Carriage/Private Hire Dual Driver's Licences
The committee considered several individual applications for Hackney Carriage/Private Hire Dual Driver's Licences.
Mr Ryan Dean Cannings applied for a licence. Following an interview with Mr Cannings and consideration of issues raised by the Senior Licensing Officer, the committee unanimously resolved to grant the application with a warning as to his future conduct. The committee was satisfied that Mr Cannings was a fit and proper person to hold a licence based on the evidence presented.
Miss Karen Stratford had her licence considered. The Senior Licensing Officer informed the committee that Miss Stratford was not in attendance. The committee was presented with information regarding issues that had arisen in respect of her licence, and the Senior Licensing Officer recommended revocation. The Police Authority representative also provided additional information. The committee unanimously resolved to revoke Miss Stratford's Hackney Carriage/Private Hire Dual Driver's Licence, stating that the facts outlined provided reasonable cause for revocation.
Mr Nigel Andrew Nobes also had his licence considered. Similar to Miss Stratford's case, Mr Nobes was not in attendance. The Senior Licensing Officer presented information regarding issues with his licence and recommended revocation, a recommendation supported by additional information from the Police Authority representative. The committee unanimously resolved to revoke Mr Nobes's Hackney Carriage/Private Hire Dual Driver's Licence, citing reasonable cause.
Mr Dario Nelson had an application for the revocation of his Hackney Carriage/Private Hire Dual Driver's Licence listed. However, Mr Nelson had notified officers that he was unable to attend the meeting. The Legal Services Manager requested that the consideration of this item be deferred. The committee unanimously resolved to defer the consideration of the revocation of Mr Nelson's licence to the next meeting.
