One representation had been submitted against the application by Justin Atkinson, a licensing officer representing Lambeth Council. Atkinson stated that the licensing authority had concerns about how the premises would promote the four licensing objectives1, in particular the prevention of public nuisance, crime, disorder and public safety. He noted that the premises is in close proximity to residential properties, and that takeaway premises in residential areas with an end time after 11pm are not considered appropriate, according to Lambeth's licensing policy.

Atkinson proposed additional conditions to be added to the license, including that the premises provide a designated safe space, and that all delivery riders wait within the premises and not on the public highway. He also suggested a further condition, that SIA2 registered door supervisors be employed at the premises, subject to a risk assessment.

Following a discussion, Haddad agreed to the conditions proposed by the licensing authority, as well as an additional condition relating to litter. The additional condition reads:

During the hours of operation of the premises the license holder shall ensure sufficient measures are in place to remove and prevent litter or waste arising or accumulating from customers in the area immediately outside the premises and that this area should be swept and or washed and litter and sweepings collected and stored in accordance with the approved refuse storage arrangements arrangements by close of business

Councillor Marianna Masters raised concerns about crowd control and how access in and out of the premises would be managed, particularly given the proximity of the Brixton O2 Academy. Haddad responded that he was happy for there to be a condition stipulating that there should be no blocking of the thoroughfare.
