The Licensing Sub-Committee of Kensington and Chelsea Council met to consider a notice to hold a temporary licensable event. The report before the committee concerned an objection to a temporary event notice (TEN) for Flat A, 36 St Luke's Road, London, W11 1DJ.
Temporary Event Notice: Flat A, 36 St Luke's Road
The sub-committee was scheduled to consider a TEN submitted by Mr Jeff Palmer for an event at Flat A, 36 St Luke's Road during the Notting Hill Carnival.
Mr Palmer's TEN sought permission to:
- Sell alcohol for consumption on and off the premises
- Operate on Sunday 24 August 2025 and Monday 25 August 2025, from 12:00 to 19:00
- Host a maximum of 100 people at any one time
According to the report, PC Tom Stewart of the Metropolitan Police objected to the TEN on the grounds of Prevention of Crime and Disorder and Public Safety.
The police required a written risk assessment and event management plan from Mr Palmer. These documents were later submitted to PC Stewart for consideration.
The Event Management Plan & Risk Assessment included:
- Maximum capacity of 100 people
- Six staff/volunteers
- Challenge 25 policy1
- Plastic containers only
- No shots/large spirits sold
- Free water station available
- Staff trained in Challenge-25 and refusal techniques
- Notification of residents via letter
The report included extracts from the council’s Statement of Licensing Policy which states that the council:
supports the Metropolitan Police recommendation that for relevant events, a comprehensive risk assessment is undertaken by premises licence holders to ensure that crime and disorder and public safety matters are identified and addressed.
The report also notes that, because the event is planned to take place within the Notting Hill Carnival ‘footprint’2 during the Carnival weekend, the Licensing Authority recommends that TENs are submitted at least 12 weeks in advance.

Challenge 25 is a retailing strategy that encourages anyone who is over 18 but looks under 25 to carry acceptable ID (a card bearing the PASS hologram, a photographic driving licence or a passport) if they are to buy alcohol. ↩

The Notting Hill Carnival footprint stretches from Harrow Road in the north, down to the Great West Road and Chepstow Road in the east, to Notting Hill Gate in the south and then Ladbroke Grove in the west. ↩
