Summary
The Hounslow Council Overview and Scrutiny Committee met on 9 June 2025 and agreed on the appointment of Councillor Max Mosley as Vice-Chair of the Overview and Scrutiny Committee. They also agreed on the appointment of Councillor Emma Siddhu, Councillor Adesh Farmahan, and Councillor Hina Mir as Scrutiny Panel Chairs for the Children & Young People Scrutiny Panel, the Health & Adults Care Scrutiny Panel, and the Housing & Environment Scrutiny Panel respectively.
Scrutiny Appointments
The main item on the agenda was the appointment of a Vice-Chair for the Overview and Scrutiny Committee and Chairs for the three scrutiny panels. The public reports pack included a report on the scrutiny appointments.
The recommendations were agreed, and as a result:
- Councillor Max Mosley was appointed as Vice-Chair of the Overview and Scrutiny Committee.
- Councillor Emma Siddhu was appointed as Chair of the Children & Young People Scrutiny Panel.
- Councillor Adesh Farmahan was appointed as Chair of the Health & Adults Care Scrutiny Panel.
- Councillor Hina Mir was appointed as Chair of the Housing & Environment Scrutiny Panel.
The report stated that the council is required to appoint members who are not on the executive to the Overview and Scrutiny Committee and its panels. This is to ensure the functions conferred by sections 9FA to 9FI of the Local Government Act 20001, section 19 of the Police and Justice Act 20062 (local authority scrutiny of crime and disorder matters) and any functions conferred on it by virtue of regulations made under section 244 (2ZE) of the National Health Service Act 20063 (local authority scrutiny of health matters) are carried out.
The report also noted the risk that if the committee was unable to agree on appointments, it could delay the selection of the Vice Chair or the Scrutiny Panel Chairs, which may delay the establishment of scrutiny panels and prevent the timely delivery of the work programme, leading to reputational or governance issues. To mitigate this risk, the report stated that members of the OSC should be aware of the importance of selecting suitable candidates to serve as Vice Chair or Scrutiny Panel Chairs and that interim arrangements or fallback options should be in place.
