Variation of Licence: Gindungo, Unit 19 Bohemia Place

The Licensing Sub-Committee was scheduled to consider an application from Gindungo Ltd for a variation of their premises licence at Unit 19 Bohemia Place. The applicant was seeking to:

According to the report pack, the current premises licence was granted on 17 March 2017 and transferred to Gindungo Ltd in April 2025. A temporary event notice had been given for the premises on 25-26 May 2025, between the hours of 18:00 and 03:00.

The Metropolitan Police Service and the Licensing Authority submitted representations against the application. The police noted that the application sought hours far in excess of the core hours stated in the council's licensing policy, LP3, and that there were no risks identified in the application, and no new measures or conditions offered to mitigate these. The police also raised concerns about off sales until 03:30, noting that council policy LP4 states that off sales will generally be restricted to between 08:00 and 23:00.

The Licensing Authority also submitted a representation on the grounds of the prevention of public nuisance.

Variation of Licence: Yuki, Arch 426 Reading Lane

The sub-committee was scheduled to discuss an application from Yuki Trading Limited to vary the premises licence for Yuki, located at Arch 426 Reading Lane. The applicant was seeking to amend conditions 18 and 19 of their license to allow off-sales of alcohol to a maximum of 12 seated customers in the designated seating area outside the premises up to 20:00 on Sundays and 21:00 on Mondays to Saturdays and Sundays before Bank Holiday Mondays.

The proposed changes to the conditions were:

• To amend condition 18; From: Any off sales of alcohol are to be in sealed containers , To: Any off sales of alcohol are to be in sealed containers, except for off sales to a maximum of 12 seated customers in the designated seating area outside the premises up to 20:00hrs on Sundays and 21:00hrs on Mondays to Saturdays and Sundays before Bank Holiday Mondays.
• To amend condition 19; From: There shall be no open containers or drinks taken outside the premises at any time , To: There shall be no open containers or drinks taken outside the premises at any time except for off sales to a maximum of 12 seated customers in the designated seating area outside the premises up to 20:00hrs on Sundays and 21:00hrs on Mondays to Saturdays and Sundays before Bank Holiday Mondays.

The applicant also proposed an additional measure: Customers shall not be permitted to smoke outside the premises on the northern side of the premises entrance door.

According to the report pack, the current premises licence was granted on 14 February 2023.

One representation was received from local residents, objecting to the application on the grounds of the prevention of crime and disorder, public safety, prevention of public nuisance, and the protection of children from harm.

Minutes of the Previous Meeting

The Licensing Sub-Committee was scheduled to review the minutes from the meeting held on 12 February 2025. Councillor Joe Walker was recorded as the Sub-Committee Chair. The meeting addressed an application for a premises licence for The Prince Edward, located at 97 Wick Road. The Sub-Committee heard from the Principal Licensing Officer, representatives for the applicant James Hoffelner, Complete Licensing (Agent), Robert Sutherland, Complete Licensing (Advocate), R Dave Nevitt, Acoustic expert, Kujim Veshaj, Site Manager, The Prince Edward and one other person, Oriana Pundt. The application was for a premises licence for regulated entertainment, late night refreshment and supply of alcohol for consumption on and off the premises.
