The Council's Constitution
The meeting's agenda was dedicated to a thorough review of the London Borough of Hounslow's Constitution1. This foundational document governs how the council operates, makes decisions, and ensures transparency and accountability to its residents. The constitution is structured into several parts, covering everything from the council's basic articles and the allocation of responsibilities to its committees and officers, to the detailed rules of procedure for various meetings and codes of conduct for members and officers.
Part 1: Summary and Explanation
This section was scheduled to provide an overview and explanation of the constitution, outlining how the council operates, how decisions are made, and the rights of citizens in their dealings with the council. It detailed the composition of the council, the roles and functions of councillors, and the rights and responsibilities of citizens.
Part 2: Articles
This part of the constitution was set to cover the fundamental articles governing the council, including the constitution itself, the members of the council, citizens and the council, the full council, the Mayor, the Executive (Leader and Cabinet), overview and scrutiny committees, regulatory and licensing committees, corporate governance committees, area committees and forums, joint arrangements, and officers. It also detailed the principles of decision-making, finance, contracts, and legal matters, as well as the process for reviewing and revising the constitution.
Part 3: Allocation of Responsibilities
This section was scheduled to detail the specific allocation of responsibilities within the council. It included matters reserved to the full council, terms of reference and delegation of duties to committees and sub-committees, addendums to terms of reference, local choice functions, the leader's scheme of delegation for cabinet member functions, and delegations to officers.
Part 4: Rules of Procedure (Standing Orders)
This extensive part of the constitution was to cover the procedural rules for various council bodies. This included Council Procedure Rules, Committee Procedure Rules, Overview and Scrutiny Rules, Cabinet Procedure Rules, Access to Information Procedure Rules, Contract Procedure Rules, Finance Procedures and Regulations, Members Complaints Procedures, Budget and Policy Framework Procedure Rules, Officer Employment Procedure Rules, and various other procedural rules related to access to information, contracts, finance, and member conduct.
Part 5: Codes and Protocols
This part was scheduled to outline the ethical framework for the council, including the Members' Code of Conduct, a protocol on gifts and hospitality, and a protocol on councillor-officer relations.
Part 6: Members' Scheme of Allowances
This section was to detail the allowances that members are entitled to receive, including basic allowances, special responsibility allowances, and dependants' carers' allowances.
Part 7: Supplementary Documents
This part was to include supplementary documents such as the Petitions Scheme, Planning Code, Licensing Code, and further access to information provisions.
Part 8: Associated Documents
This part included the Pay Policy Statement, which outlines the council's policy on the remuneration of its Chief Officers and lowest paid employees.
The meeting was therefore set to cover the entirety of the council's constitutional framework, ensuring that all aspects of its governance, decision-making processes, and ethical standards were formally reviewed and agreed upon.
