The Hackney Council Licensing Sub-Committee D convened on Tuesday, 24 June 2025, to discuss applications to vary premises licences for Piscos and Gocci, and to address temporary event notices. Councillor Joe Walker, member for de Beauvoir Ward, was elected chair for the meeting.
Piscos, 16 Stoke Newington Road, London, N16 7XN
Peruvian Jungle Ltd, the premises licence holder for Piscos, applied to vary condition 25 of their licence. The committee reviewed the application to amend the condition relating to the use of the external area of the premises. Currently, the external area must cease use by 22:00, with all street furniture removed, and a maximum of four people allowed outside to smoke at any one time. The applicant requested that the use of the external area be extended to 00:00, Monday to Sunday, as per their existing Tables and Chairs licence (Ref: SF1227683), and to allow a maximum of four people outside to smoke on Friday and Saturday from 00:00 to 02:00.
Three representations were received from local residents, who raised concerns regarding the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. Issues raised included:
- The premises not taking sufficient action to discourage
unsavoury street elements
. - The premises regularly opening beyond licensed hours.
- Failure to adhere to conditions for closing the outdoor seating area.
- The front door regularly being left open late at night, with music audible on the street.
- Failure to manage the outdoor smoking area late at night, causing disturbance.
- An increase in unsafe activity in the backstreet of the bar, including drug selling and consumption.
One resident, referred to as B1, stated that:
The front of the bar is often overcrowded, forcing pedestrians off of the pavement in the busy Kingsland Highstreet, there are often drunk people who are clearly not managed by staff...
The Public reports pack included a location map, the application to vary a premises licence and supporting documents, representations from other persons, and the current premises licence and summary decision.
Gocci, 468 Kingsland Road, London, E8 4AE
Barbaros Inan, the premises licence holder for Gocci, applied to vary the premises licence. The applicant sought to:
- Include hours for recorded music and the supply of alcohol (on-sales) from Monday to Sunday.
- Include hours for late night refreshment from Sunday to Wednesday.
- Remove conditions 12, 14, and 17 from the existing licence.
The specific changes requested were to remove the conditions that: all off sales of alcohol must be ancillary to a takeaway meal and in sealed containers; no alcohol should be situated in the public area; and super strength lagers, beers and/or ciders with an ABV1 of 5.5% or higher should not be sold at the premises.
The applicant also sought to include and extend terminal hours for licensable activities, with recorded music and the supply of alcohol (on-sales) permitted from 11:00 to 00:30 Monday to Wednesday and Sunday, and until 02:00 on Thursday, Friday and Saturday. Late night refreshment was requested from 23:00 to 00:30 Monday to Wednesday and Sunday, and until 02:00 on Thursday, Friday and Saturday. The opening hours of the premises were proposed as 08:00 to 01:00 Monday to Wednesday and Sunday, and until 02:30 on Thursday, Friday and Saturday.
The applicant proposed additional measures to promote the four licensing objectives2, including well-trained staff, CCTV installation, and a Challenge 25
policy3.
The Licensing Authority submitted a representation raising concerns that the proposed changes amounted to a change of use from a kebab shop to a bar, and that the proposed hours were well in excess of the council's core hours policy4. The Licensing Authority also noted that the application stated background music only
but then sought to authorise recorded music.
The Public reports pack included the application to vary a premises licence and supporting documents, representations from responsible authorities, the current premises licence, and a location map.
