Summary
Here is a summary of the agenda for the Planning Committee meeting scheduled for 8 July 2025. Development Management

Garages Rear Of 10 Chingford Mount Road and 1 Field Close
An application concerning the garages to the rear of 10 Chingford Mount Road and to the west of 1 Field Close was scheduled to be discussed. Landview Holdings Limited had applied for permission to demolish 29 existing garages and construct two buildings, one two-storey and one three-storey, providing eight residential units (4x2-bedroom and 4x3-bedroom). The plans also included roof terraces, private gardens, hard and soft landscaping, communal refuse and recycle stores, bicycle storage, air source heat pumps and bollards.
The report pack noted that contributions would be sought towards:
- Construction Logistics Plan monitoring (£750)
- Sustainable modes of transport (£5,000)
- A highway condition survey of Field Close and Chingford Mount Road
- A car-free clause, preventing residents from obtaining parking permits (except for blue badge holders) and a contribution towards future Controlled Parking Zone consultation (£5,000)
- The Carbon Offset Fund, to address any shortfall in carbon emissions reductions
- Strategic Access Management and Monitoring Strategy (SAMMs) for Epping Forest Special Area of Conservation (£5,200)
- A waste management strategy requiring the movement of bins from the central bin store to the eastern bin store by private facilities management.
The application was referred to the Planning Committee due to the level of public interest and a call-in by a local ward councillor.
Land adj. 68 Davies Lane, Leytonstone
The committee was scheduled to consider an application for land adjacent to 68 Davies Lane, Leytonstone. HPP Capital had applied for permission to build a two-storey, two-bedroom house, including hard and soft landscaping, boundary treatments, and refuse/cycle storage.
The report pack noted that contributions would be sought towards:
- Improving sustainable modes of transport (£1,000)
- Construction Logistics Plan monitoring (£250)
- Strategic Access Management and Monitoring (£650)
- A carriageway condition survey
- The Carbon Offset Fund (£570)
The application was referred to the Planning Committee due to the number and type of representations received, which were contrary to the planning officer's recommendation of approval.
4 West Avenue, Walthamstow
The committee was scheduled to consider an application for 4 West Avenue, Walthamstow. Mr Kinmonth had applied for permission for excavation to facilitate extension of the existing basement level together with the formation of a rear garden lightwell and enlargement of existing front garden lightwell. The plans also included the construction of a patio within the rear garden and installation of railings, gate and refuse/recycle waste storage within the front garden.
The application was referred to the Planning Committee due to the level of public interest.
Low Hall Depot, Argall Avenue, Leyton
Two applications relating to Low Hall Depot, Argall Avenue, Leyton were scheduled to be discussed.
Substation and Switch Room
The first application, 243101, concerned the construction of a new substation and switch control room buildings, including utility trenching. The report pack stated that the Council was the applicant.
Vehicle Workshop
The second application, 243102, concerned the demolition of existing structures and construction of a single-storey double-height three-bay vehicle workshop with associated works. The report pack stated that the Council was the applicant. The Environment Agency had objected to the application and the committee was scheduled to discuss how to resolve this.
Minutes of the previous meeting
The planning committee was scheduled to approve the minutes from their previous meeting held on 3 June 20251.
