July 7, 2025 View on council websiteSummary
The Cabinet Procurement and Insourcing Committee was scheduled to discuss several contract awards and procurement strategies, including those related to children's services, decarbonisation, cycle hire, fire safety, and housing. The committee was also expected to review the terms of reference for the committee, and minutes from previous meetings of the Hackney Procurement Board and the Cabinet Procurement and Insourcing Committee.
Here's a more detailed look at the topics included in the agenda:
New Homes Programme
The committee was scheduled to consider the procurement of design and build construction contracts for nine council housing development projects, which comprise the first tranche of Hackney's New Homes Programme (NHP). These projects aim to deliver 305 new homes, with 218 expected to be for social rent at council rent levels.
The projects included in this tranche are:
- Broadway (Orwell and Welshpool) in Haggerston and London Fields wards, and Regents Court in Haggerston ward
- Cropley Court and Buckland Court in Hoxton West ward
- Fellows Court and Weymouth Court in Haggerston ward
- Blackwell Close in Kings Park ward and Morris Blitz former neighbourhood office in Stoke Newington ward
- Nye Bevan Estate in Kings Park ward
The report pack noted that the Hackney Council is aiming to build new homes that are adaptable to the varying needs of occupiers over time, and that will enable people to live independently in their homes for longer.
Fire Safety Remedial Works
The committee was scheduled to discuss a plan to procure external fire safety remedial works across Hackney's high-rise buildings. The works are required to meet new fire safety regulations, and the council intends to use government funding to cover the costs.
The plan included:
- Appointing two specialist fire consultants to carry out PAS 9980 fire risk assessments1 and manage grant applications.
- Appointing a contractor to deliver immediate short-term remedial works.
- Establishing a framework of three contractors for longer-term projects.
- Procuring a principal designer to support the projects.
Asset Management Delivery Framework
The committee was scheduled to consider a report regarding the award of an Asset Management Delivery (AMD) Framework for Professional Consultancy Services. The framework is intended to provide Hackney Council with access to a range of professional consultants to support its capital programme. The estimated contract value is £10.5 million over four years.
The framework is divided into three lots:
- Architectural and Engineering Services
- Multidisciplinary Consultants
- Building Consultants
Dockless Cycle Hire Contract
The committee was scheduled to discuss the award of a contract for a dockless cycle hire service in Hackney. The aim was to appoint two suppliers to operate the service, with the intention of improving transport options for residents.
The report pack noted that Hackney residents are among the highest users of shared mobility services in London.
The Hackney Council was expected to ensure that the new contract would address issues such as:
- Parking of the cycles
- Affordability for users
- Wider adoption of the scheme
- Safety of users
- Customer service
- Environmental impacts
- Social value
Public Sector Decarbonisation Scheme
The committee was scheduled to discuss the award of a contract for the Public Sector Decarbonisation Scheme (PSDS) 4 project. The project involves installing heat pumps in nine schools to reduce carbon emissions. The project is estimated to cost £10.3 million and is funded by a government grant and council capital.
SEND Post 16 Supported Internship Contract
The committee was scheduled to discuss the award of a contract for a Special Educational Needs and Disability (SEND) Post 16 Supported Internship Framework. The framework aims to provide supported internships for young people with SEND, helping them to develop employment skills and gain work experience. The contract is for an initial two years, with the option to extend for a further two years.
