The Licensing Sub-Committee for Hammersmith and Fulham Council was scheduled to meet on 15 July 2025 to discuss licensing applications for an Aldi store and Fishy Delishy, both located on Fulham Broadway. The meeting was set to be held remotely and broadcast on YouTube.
Aldi Store Licensing Application
The sub-committee was scheduled to consider an application for a new premises licence for an Aldi store, Unit 12, Fulham Broadway Retail Centre, Fulham Road, London, SW6 1BW.
Aldi Stores Limited, the applicant, initially sought a licence for the retail sale of alcohol for consumption off the premises and proposed opening hours from 06:00 to 00:00, Mondays to Sundays. However, the applicant revised these hours to 07:00 to 23:00, Mondays to Sundays. This change was included in the supplementary agenda.
The applicant proposed several steps to promote the four licensing objectives1. Following discussions with the Metropolitan Police, Aldi agreed to implement additional conditions, including:
- No alcohol sales in glass containers three hours before Chelsea Football Club home matches at Stamford Bridge. This would not apply to regular customers not attending the match or those buying food or non-alcoholic items.
- Advising all alcohol purchasers about the Controlled Drinking Zone and requesting they not gather outside the premises.
- Cessation of alcohol sales if requested by a police officer.
- Avoiding stacking alcohol near entrances/exits and employing senior staff and security to monitor customers.
- Employing Security Industry Authority (SIA) staff to assist staff and maintain order on match days.
Following concerns raised by the Tournay Road Neighbourhood Watch and Barclay Road Conservation Area Neighbourhood Watch, Aldi proposed further changes:
- Alcohol would only be sold on the basement floor, as indicated on a revised plan.
- All spirits would be displayed in a lockable cabinet inaccessible to the public.
- Alcohol would not be sold or displayed on the ground floor.
Representations objecting to the application were received from:
- Walham Green Ward Panel
- Barclay Road Conservation Area Neighbourhood Watch
- Tournay Road Neighbourhood Watch
- Fulham Island Residents Association
- Three individual residents
Objectors were notified of the additional conditions agreed with the police and the reduction in proposed hours.
The Public reports pack included the variation application form, proposed premises plan, agreed conditions with the police, changes to application hours, additional conditions, a location map, and representations received. A revised premises licence plan was also included in the supplementary agenda.
The sub-committee was asked to consider the council's statement of licensing policy, which aims to support a sustainable licensed sector while ensuring Hammersmith and Fulham is a safe place to live, work and enjoy leisure activities. The policy provides guidance on preventing crime and disorder, ensuring public safety, preventing public nuisance, and protecting children from harm.
Fishy Delishy Licensing Application
The sub-committee was also scheduled to consider an application for a new premises licence for Fishy Delishy – 11 Fulham Broadway London SW6 1AA, submitted by Mr Deniz Erdogan on behalf of Mr Murat Akkaya.
The applicant initially applied for:
- Supply of Alcohol (On and Off the Premises): Monday 11:00 to 01:00, Tuesday to Sunday: 11:00 to 01:30.
- Late Night Refreshment (On and Off the Premises): Monday to Sunday 23:00 to 01:30.
- Hours Open To The Public: Monday to Saturday: 11:00 to 01:30, Sunday: 12:00 to 01:30.
Following discussions with the Metropolitan Police, the applicant agreed to remove the request for late night refreshment and reduce the hours of proposed activity to:
- Supply of Alcohol (On and Off the Premises): Monday to Sunday: 11:00 to 23:00.
- Hours Open to the Public: Monday to Saturday: 11:00 to 23:00, Sunday: 12:00 to 23:00.
The licensing section received 19 representations objecting to the licence application from:
- Representative of Vanston Place Management Company Limited.
- Representative of Tournay Road Neighbourhood Watch Group.
- Representative of Seagrave Road Residents Group.
- Representative of Fulham Island Residents Association.
- Representative of Barclay Road Conservation Area Neighbourhood Watch.
- Representative of Walham Green Ward Panel.
- 11 other individual residents.
- Metropolitan Police (as a Responsible Authority).
- Councillor Lydia Painter (Lillie Ward).
These representations were received before the applicant agreed to remove late night refreshment and reduce their other proposed hours.
The applicant and police were finalising additional operating conditions, to be circulated to all parties.
The Public reports pack included a copy of the application form and plan, a map showing the location of the premises and neighbouring licensed premises, copies of public representations received, and a copy of the Metropolitan Police representation.
The supplementary agenda included further objector comments, further changes to applicant conditions and the LBHF statement of licensing policy framework hours.
The sub-committee was asked to consider the council's statement of licensing policy, and to consider the licensing objectives.
