The Planning Committee (Major Applications) B was scheduled to meet on 15 July 2025, to discuss a range of planning and development issues, including a proposed local listed building consent order and several major planning applications. The committee, including Councillor Richard Livingstone (Chair) and Councillor Kath Whittam (Vice-Chair), was expected to consider reports and make recommendations on these items.

Local Listed Building Consent Order

The committee was scheduled to discuss a proposed local listed building consent order (LLBCO) for the installation of solar panels on grade II listed residential properties in the Sutherland Square Conservation Area and the Liverpool Grove Conservation Area. The report pack included a draft of the LLBCO, and an Equality Impact and Needs Analysis (EINA).

The report pack noted that residents of the Sutherland Square Conservation Area had approached the council in September 2024, regarding the potential for a bespoke LLBCO. The report pack stated that the initiative aligns with the council's commitment to reduce carbon emissions and is supported in principle, and that due to the similar size and geographical proximity, the project was expanded to cover Liverpool Grove CA as well.

The report pack stated that the committee was scheduled to consider the following recommendations:

1. Approves the draft Local Listed Building Consent Order (LLBCO) for the installation of solar panels on Grade II listed residential properties in the Sutherland Square Conservation Area and the Liverpool Grove Conservation Area (draft attached at Appendix 1).
2. Approves that statutory consultation be undertaken on the draft LLBCO.
3. Notes that the outcome of the statutory consultation be reported back to the Planning Committee with a recommendation on the possible making and adoption of the LLBCO.
4. Notes the findings of the Equality Impact and Needs Analysis (EINA) (attached at Appendix 2).

The report pack noted that the council declared a climate emergency in March 2019, and that the Southwark Climate Change Strategy and Action Plan, adopted in July 2021, sets out how to achieve carbon neutrality by 2030, with Renewable Energy as one of the priority areas.

The report pack also included an Equality Impact and Needs Analysis, which concluded that the LLBCO would have no negative impacts on equalities in Southwark, and would offer benefits to residents of the eligible properties and the wider community, regardless of their protected characteristics.

Development Management

The committee was also scheduled to consider several planning applications:

• 24/AP/2074 - The Aylesham Centre, Rye Lane, London, SE15 5EW: A full planning application for the demolition of existing buildings and phased redevelopment to provide a replacement supermarket, flexible retail, leisure, commercial accommodation, dwellings, landscaping, and associated works. The report pack noted that the council had received notice from the Planning Inspectorate that a planning appeal had been received on the grounds of 'non-determination' of the application, and that the council was therefore no longer able to determine the application. The committee was scheduled to consider the officer report and endorse a reason for refusal had the applicant not appealed against non-determination.
• 24/AP/3800 - Chambers Wharf, Chambers Street, London, SE16 4XQ: A Section 73 Material Amendment Application for a non-material amendment to planning permission reference number 07/AP/1262, as amended by 13/AP/4266, to amend the description of development and to add a new condition of consent to secure the quanta of residential units and commercial floorspace to be delivered.
• 24/AP/3801 - Chambers Wharf, Chambers Street, London, SE16 4XQ: A Section 73 Material Amendment Application to planning permission reference number 07/AP/1262, as amended by 13/AP/4266, to secure amendments to Blocks A, B, C, D and associated landscape only including amendments to the internal configuration, external design and overall massing, mix and unit numbers, and variation of the conditions of consent.

The report pack included guidance on the conduct of business for planning applications, enforcement cases and other planning proposals. This stated that a representative for objectors, the applicant or applicant's agent, a representative for supporters, and the ward councillor could address the committee for not more than 3 minutes each.
