The Hillingdon Planning Committee met on 17 July 2025 to discuss several planning applications. Permission was granted for developments at 14 Coteford Close, The Island Site on Eskdale Road, and the playing field adjacent to Yeading Junior School on Carlyon Road, while a change of use application for 18 & 20 Wilmar Close was refused.
Planning Decisions
14 Coteford Close, Eastcote
The committee approved an application for the erection of a part single, part two-storey rear extension and single-storey side extension, as well as the conversion of the extended house into two flats (one 1-bedroom and one 3-bedroom) with associated parking, landscaping, and private amenity space.
The application had received a petition with 63 signatures objecting to the proposal, raising concerns about traffic, parking, crime, noise, environmental impact, overdevelopment and loss of character. However, planning officers considered the conversion acceptable, as less than 10% of properties in Coteford Close had been converted into flats, in line with policy DMH4 of the Hillingdon Local Plan Part 2. They also noted that the development would still provide a family-sized home.
To prevent the property from being converted into a house of multiple occupancy1 (HMO) in the future, a condition was added restricting its use to C3 residential units, rather than a C4 small HMO unit.
18 & 20 Wilmar Close, Hayes
The committee refused an application for a change of use of two outbuildings to 'granny annexes'.
Officers reported that a site visit had revealed inconsistencies between the internal layout and the submitted plans. The current plans included a kitchen and all other amenities consistent with use as independent living accommodation, which officers stated was in contravention of the council's outbuilding policy. Furthermore, a condition of the proposed development was that it would be for the use of family members only, but the current tenants had been due to vacate by 25 June but had still been in residence in early July.
Officers noted that similar decisions had been overturned by the Inspectorate on appeal, but argued that the current application differed in that it featured two annexes to two properties with no clear boundary between them.
The Island Site, Eskdale Road, Uxbridge
The committee approved the redevelopment of The Island Site, Eskdale Road, to provide new commercial buildings for use within Classes E(g)(iii)/B2/B82 together with associated infrastructure, landscaping, access, servicing, and parking.
The site is located within Uxbridge Industrial Estate on Potentially Contaminated Land and within an Air Quality Management Area. Officers considered the proposal acceptable and consistent with the National Planning Policy Framework, The London Plan and the Hillingdon Local Plan.
Members requested that officers ensure that the Construction Management Plan was closely followed for the benefit of local residents.
Playing Field Adjacent to Yeading Junior School, Carlyon Road
The committee approved the placement of sports/recreation related containers/structures on the playing field adjacent to Yeading Junior School, Carlyon Road, and all associated works.
Officers considered that the proposed structures would have no adverse impact on the character and appearance of the area, neighbouring amenities or the local highways network.
Members requested that the colour of the containers be conditioned to blend better with the landscape, and that the condition requiring details of colour be upgraded to a condition that covered both colour and maintenance.
