The Central Sub-Area Planning Committee were scheduled to meet on Monday 28th July 2025 to discuss planning application PA24/01112 regarding the Meadowbrook House, and to note the appeals report.

PA24/01112: Meadowbrook House, Lostwithiel
The committee were scheduled to consider an outline planning application from Mr David Ellsmore of Cornwallis Care Services Ltd for permission to demolish the existing 42-bedroom care home at Meadowbrook House and construct a new 36-unit close care apartment building and a new 77-bedroom care home to replace the existing one.
The application was called to committee at the request of Sarah Preece, Portfolio Holder for Tourism, Localism and Planning, due to her concerns regarding the massing, density and appearance of the proposed development in relation to the site's heritage context.
The report pack noted that the application included appearance, layout, scale and access details, but that landscaping was a reserved matter1. The close care apartments were scheduled to be a mix of 29 one-bedroom and 9 two-bedroom apartments for open market sale. The care home provision was scheduled to be retained and operated by Cornwallis Care Services, with both serviced by a Care Hub.
The Lostwithiel Care Hub is a secure on-site selfcontained base providing fully accessible communal facilities, office for staff and 24hr care available to the residents of both the Care Home and the Close Care dwellings. Existing residents of Meadowbrook will be decanted into the first phase of newbuild.
The report pack stated that the applicant organised two community events, one for Lostwithiel Town Council on 2 May 2023, and a public consultation on 16 June 2023 at the Lostwithiel Community Centre. Feedback from the public consultation indicated general support for the principle of expanding care facilities in Lostwithiel, but more negative responses to the design due to the scale and number of units. Concerns were also raised about emergency access, increased traffic, lack of parking, and the appearance of the buildings.
The report pack stated that Lostwithiel Town Council maintained its objection to the planning application, raising concerns about parking provision, the design's consistency with the prevailing form of neighbourhood properties, and the impact on existing trees.
Cornwall Council's Adult Care, Health and Wellbeing service were reported to be supportive of the proposed development, noting that it aligns with the council's strategic goals for ensuring people can start, live, and age well in supportive communities. They also forecast an extensive need for nursing placements across Cornwall, with an additional 217 nursing placements required in the area immediately surrounding Lostwithiel by 2050.
The Cornwall Council Tree Officer was reported to be unable to support the proposals in their current format, citing overdevelopment of a constrained site and the removal of a significant number of trees, canopy, and woodland habitat.
Cornwall Council's Affordable Housing team had no objection, subject to securing an off-site financial contribution and a clawback provision2 in the Section 106 agreement3 to review viability.
Cornwall Council Highway Development Management reportedly had no objection, recommending conditions for parking, turning, surface water disposal, and a Construction Traffic Management Plan.
Cornwall Council Public Protection - Contaminated Land recommended conditions to ensure the recommendations of the consultant are implemented, including risk assessment, remediation scheme, verification report, and reporting of unexpected contamination.
The report pack stated that the key issues for consideration included the policy context, affordable housing, impact on the character and appearance of the area, impact on the historic environment, scale, appearance and design, highways and parking, trees, impact on the amenities of neighbouring residential occupiers, ecology, biodiversity net gain, flood risk and drainage, contaminated land, impact on infrastructure provision and the Community Infrastructure Levy[^5].
The report pack recommended that delegated authority be granted to the Chief Planning Officer to grant outline planning permission, subject to a Section 106 Agreement and the planning conditions set out in the report, and subject to the suitable resolution of any issues arising from the impact of the development on ecology.
