Summary
The Hackney Council Special Urgency Notices meeting on Monday 21 July 2025 was scheduled to address a single item of business. The meeting was convened to discuss the Youth Justice Strategic Partnership Plan 2025-28, with the aim of securing its approval before a critical funding deadline. Councillor Susan Fajana-Thomas, Cabinet Member for Community Safety and Regulatory Services, was the lead member for this item.
Youth Justice Strategic Partnership Plan 2025-28
The report pack for the meeting included a Special Urgency Notice concerning the Youth Justice Strategic Partnership Plan 2025-28. The report pack stated that Section 40 of the Crime and Disorder Act 1998 places a duty on each Local Authority, after consulting with partner agencies, to formulate and implement an annual youth justice plan. This plan should detail how youth justice services in their area are to be provided and funded, how they will operate, and what functions will be carried out.
The report pack noted the reason for the special urgency of the meeting:
The making of this decision is urgent and cannot reasonably be deferred. The decision was due in June 2025 and would put the Council's funding at risk should it be delayed to September.
The Agenda Frontsheet for the meeting confirmed that the Youth Justice Strategic Partnership Plan 2025-28 was the sole item for discussion.
