The Northern Planning Committee of Shropshire Council scheduled a meeting for August 19, 2025, to discuss several planning applications and appeals. Among the items for consideration were residential developments in Shrewsbury and Bayston Hill, as well as a schedule of appeals and appeal decisions.
Residential Development near Lyth Hill Road
A hybrid planning application concerning land west of Lyth Hill Road in Bayston Hill was included in the agenda. The application, submitted by Redrow Homes Midlands, sought:
- Full planning permission for 114 dwellings, open space, and infrastructure with access from Lyth Hill Road.
- Outline planning permission for up to four serviced self-build plots.
The report pack noted that delegated authority was recommended to be given to the Planning Services Manager to grant planning permission subject to the completion of a Section 106 agreement1 and conditions.
Bayston Hill Parish Council had objected to the proposal, raising concerns regarding the development's conflict with the adopted Local Plan, its location on a greenfield site, traffic issues on Lyth Hill, overdevelopment, infrastructure capacity, lack of public consultation, and drainage and flooding risks.
Within the adopted Local Plan, policy S16.2 provides the development strategy for the settlement. It specifies that Bayston Hill has a residential development guideline of 50-60 dwellings to 2026 and that
development by infilling, groups of houses and conversion of buildings may be acceptable on suitable sites within the development boundary identified on the Policies Map.Bayston Hill Parish Council
SC Planning Policy supported the principle of the development. SC Affordable Housing had no objection.
Residential Development near Cedars Drive
The committee was scheduled to discuss a planning application (24/04065/FUL) for the erection of 38 dwellings, including associated works and landscaping, on land to the west and south of Cedars Drive, Shrewsbury. The applicant was named in the report pack as Mr Luke Webb.
The report pack noted that a recommendation had been made to grant permission subject to a Section 106 agreement and conditions.
Shrewsbury Town Council had expressed support for affordable housing schemes in principle, but raised concerns about accessibility to the road network, traffic impact, the limited amount of public open space, and the lack of EV charging points or solar panels on the site. A local member had objected, citing increased traffic on Cedars Drive as a primary concern, and suggested that a new access road should be constructed. Public representations included one in support, citing the urgent need for affordable housing and the location benefits, and over 50 objections, raising concerns about highway safety, pedestrian and cyclist safety, drainage and flood risk, pressure on local infrastructure, environmental and amenity impacts, and the impact on elderly and long-term residents.
Appeals and Appeal Decisions
The committee was scheduled to note a schedule of appeals and appeal decisions. This included:
- An appeal against the refusal of an outline planning application for two detached dwellings with a shared access on Nobold Lane, Shrewsbury, made by Mr and Mrs S Lloyd.
- An appeal by Mr C Foxall against the refusal of a Lawful Development Certificate for proposed rear extensions at Knolls Croft, Montford Bridge.
- An appeal by Mr C Foxall against the refusal of a Lawful Development Certificate for proposed side extensions at Knolls Croft, Montford Bridge.
- An appeal by Carl Elson against the refusal for demolition of an existing dwelling and construction of six dwellings and associated landscaping at Oteley Bungalow.
- An appeal by MBNL against the refusal for a proposed ground-based telecommunications installation at Shirehall Staff Car Park, London Road, Shrewsbury.
The committee was also scheduled to note the decisions on several appeals that had been determined:
- An appeal by Mrs Sonia Abbas against the refusal for extensions, dormer windows and alterations to a brick boundary wall at 11 Old Rose Drive, Shrewsbury, was dismissed.
- An appeal by Mr Reuben Wrisdale against the refusal for a part first floor extension and part two storey rear extension at Llwyntidman Lodge, Maesbrook, Oswestry, was dismissed.
- An appeal by Mr Robin Heap of Zest Eco Ltd against the refusal for siting of EV chargers and ancillary electrical equipment at Shaw Road, Shrewsbury, was allowed.
- An appeal by Mr C Payne against the refusal for the erection of a terrace of three dwellings following demolition of existing buildings at the Site Of Stone Merchants, Salop Road, Oswestry, was dismissed.
- An appeal by JS Construction against the refusal for an outline application for the erection of six dwellings at The Parklands, Cockshutt, was allowed.
- An appeal by Hengoed Park Ltd against the refusal for the creation of 25 assisted living bungalows and communal area within courtyard at Hengoed Park Residential Home, Hengoed, Oswestry, was allowed.
