The sub-committee was scheduled to consider an application for a new premises licence in respect of Budgens at 27 Daisy Lane, Little Kimble, HP17 0BU.
The application, submitted by Dinesh Rambhai Ranavaya, and Anil Bhawsar at Licensing Hub, was for the sale of alcohol for consumption off the premises, between the hours of 07:00 and 22:00, every day.
The report pack for the meeting notes that Buckinghamshire Council's licensing policy states that it aims to balance the interests of businesses and residents, and encourages high standards of management in licensed premises.
The Policy seeks to balance the interests of business and residents to make sure that Buckinghamshire Council continues to offer a wide choice of high quality and well managed entertainment and cultural venues within an environment that is safe and attractive to residents, business and visitors. (Para 1.9)
The council's licensing objectives are:
- The prevention of crime and disorder
- Public safety
- The prevention of public nuisance
- The protection of children from harm
The sub-committee was informed that representations had been received from:
- The Chief Officer of Police, who initially objected, but later reached an agreement with the applicant regarding proposed conditions.
- Twelve other persons, objecting on the grounds of the prevention of crime and disorder; public safety; prevention of public nuisance and protection of children from harm licensing objectives.
The report pack notes that the representations received raised concerns regarding:
- Anti-social behaviour and crime increasing.
- Dangers caused by an increase in traffic and the safety of individuals living on the housing estate.
- An increase in litter.
- An increase in noise caused by customers gathering and parking outside the premises.
- The underage sale of alcohol.
The report pack also included proposed licence conditions, including:
- All staff involved in the sale of alcohol to receive training every six months in relation to the licensing objectives.
- The premises to have a 'Refusals / Incident Log'.
- A high definition, colour HD CCTV camera system to be installed, operational and recording whilst the premises is open to the public.
- Notices to be displayed requesting patrons to respect the needs of local residents and businesses and leave the area quietly.
- Adherence to a Challenge 25 policy1 by all staff.
Hearing Procedure Rules
The sub-committee was scheduled to note the hearing procedure rules and virtual licensing sub-committee procedural rules.

Challenge 25 is a retailing strategy that encourages anyone who is over 18 but looks under 25 to carry acceptable ID (a card bearing the PASS hologram, a photocard driving licence or a passport) if they are buying alcohol. ↩
