Summary
The Southend-on-Sea City Council Planning Committee was scheduled to meet on 20 August 2025 to discuss two planning applications and review the minutes from their previous meeting. The committee was also expected to review a supplementary report with additional information on agenda items.
Rayleigh Road, Eastwood, Leigh on Sea
The committee was scheduled to consider a full application for a major development at 529 Rayleigh Road. The proposal involved demolishing an existing petrol filling station and erecting a part two/three/four storey building. This building was intended to house two commercial units on the ground floor and 26 self-contained flats above. The plans also included parking, a car stacker enclosure, a loading bay, a new vehicle crossover onto Pargat Drive, and soft landscaping.
The application was for:

Westcliff Park Drive, Westcliff-on-Sea
The committee was scheduled to consider a full application for a householder development at 26 Westcliff Park Drive. The proposal included a hip to gable roof extension with a rear dormer to create habitable space in the loft, a single storey rear extension, and a two-storey side extension.
The application was for:

The Executive Director (Environment & Place) was expected to recommend that planning permission be granted subject to conditions.
Other Matters
The committee was also scheduled to:

- Note any declarations of interest.
- Approve the minutes of the meeting held on 23 July 2025, which included discussion of applications for 54 Parkanaur Avenue and Land At Fossetts Farm, as well as Royal Hotel and Princess Caroline House, and 40 Hadleigh Road.
- Receive a supplementary report by the Executive Director (Environment and Place) providing additional information on the agenda items.
