The Overview and Scrutiny Management Board was scheduled to consider several key reports, including updates on the Integrated Lifestyle Service, the Council's financial performance for the first quarter of 2025/26, and the North Hykeham Relief Road project. The Board was also set to review the draft Overview and Scrutiny Annual Report for 2025 and its own work programme for the upcoming year.
Integrated Lifestyle Service Consultation and Contract Extension
The Board was scheduled to consider a report concerning the Integrated Lifestyle Service (ILS), also known as 'One You Lincolnshire'. This service aims to improve the health and wellbeing of residents by addressing key risk factors such as smoking, physical inactivity, unhealthy weight, and alcohol consumption. The report was due to be presented to the Executive on 2 September 2025, and the Board's views were to be reported to the Executive. The current contracts for the ILS and Smoke Free Generation (SFG) funding were set to expire on 30 September 2025. The report recommended approving a formal 12-week consultation with Lincolnshire residents and stakeholders to explore potential changes and focus areas for community health and wellbeing initiatives. It was also recommended that interim contracts for the ILS and SFG services be put in place for 12 months to allow for the consultation and subsequent decision-making. The report suggested abandoning the existing procurement process for the ILS due to the time elapsed since tender submissions.
Review of Financial Performance (2025/26 Quarter 1)
A report was scheduled for consideration regarding the Council's financial performance for the first quarter of the 2025/26 financial year. This report compares projected expenditure against the approved revenue budget and capital programme, providing explanations for any significant forecast variances. It also included an update on financial planning for 2026/27, an updated reserve statement, and confirmed budget changes made under delegated powers during the first quarter. The report was due to be presented to the Executive on 2 September 2025, with the Board's views to be forwarded to the Executive. The review indicated a forecast underspend of £0.8m on Council budgets but an overspend of £19.7m on schools budgets. The capital programme showed a forecast underspend of £8.1m against the net budget for 2025/26, but an overall forecast overspend of £31.1m across the full ten-year programme.
North Hykeham Relief Road (NHRR) - Scheme Update and Full Business Case (FBC) Submission
The Board was scheduled to consider a report on the North Hykeham Relief Road (NHRR) scheme, which is intended to complete the ring road around Lincoln and improve connectivity. The report was due to be considered by the Executive on 2 September 2025. The NHRR scheme aims to support economic growth, reduce congestion, and improve road safety. The report detailed a cost forecast increase of £13.989m, bringing the most likely cost of the scheme to £207.916m. This increase was attributed to scope changes, including the need for a bat bridge and bat tunnel due to the discovery of barbastelle bats, increased Anglian Water apparatus diversion costs, and other design developments. Despite the cost increase, the report highlighted a significant improvement in the Benefit Cost Ratio (BCR), with the adjusted BCR estimated at 4.32, indicating Very High Value for Money.
The report recommended that the Council provide an additional financial contribution of £13.989m towards the scheme and approved the submission of the Full Business Case to the Department for Transport.
Overview and Scrutiny Annual Report 2025
The Board was invited to consider the draft Overview and Scrutiny Annual Report for 2025. This report outlines the work of the overview and scrutiny function, highlighting key topics from the work programmes of the Council's eight scrutiny committees. The report noted that the new scrutiny committee structure, approved in May 2025, would be reflected in the annual report. The Board was asked to comment on the draft report and agree its submission to the County Council for final approval on 12 September 2025.
Overview and Scrutiny Management Board Work Programme
A report was scheduled to inform the Board of its work programme for the 2025/26 year. This item was for informational purposes, providing details of the ongoing initiatives and tasks outlined in the Board's work programme. The report also included the Executive Forward Plan of key decisions for the Board's awareness.
Scrutiny Committee Work Programmes
The Board was also scheduled to receive and note the planned work programmes of the seven other scrutiny committees: Adult Care and Public Health, Children's and Culture, Community Safety, Environment, Growth, Health Scrutiny for Lincolnshire, and Highways and Transport. This was to ensure the Board had oversight of the committees' activities and was content with their planned work.
Re-procurement of the LCC Wide Area Network (WAN) and future of East Midlands Public Service Network (emPSN)
An exempt report concerning the re-procurement of the LCC Wide Area Network (WAN) and the future of the East Midlands Public Service Network (emPSN) was scheduled for consideration. This item was due to be considered by the Executive on 2 September 2025, and the Board's views were to be presented to the Executive. Due to the exempt nature of the information, the press and public were to be excluded from this part of the meeting.
