The Annandale and Eskdale Area Committee convened to discuss the development of a transport hub in Langholm and to appoint a chair and vice-chair to the committee. Councillors agreed to the proposed change of use of common good land for the construction of a multi-modal transport hub at Kilngreen car park in Langholm, and Councillor Ian Carruthers was appointed Chair with Councillor Richard Brodie as Vice-Chair.
Kilngreen Car Park Transport Hub
Councillors agreed to the proposed change of use of areas of common good land at Kilngreen car park in Langholm for the development of a multi-modal transport hub.
The project is funded by the UK Government's Levelling Up Fund (LUF) and is part of a wider initiative to develop nine multi-modal transport hubs across the Dumfries and Galloway region. The hubs aim to improve sustainable and active travel options for residents and visitors.
The proposed transport hub will include:
- A public cycle pump and repair station
- Secure cycle storage lockers
- Electric cycle storage lockers with internal charging points
- Bike and dog wash
- Car club hire car parking bays with EV charger
- Electric Vehicle Charging points
According to the report in the public reports pack, the development and delivery of a multi-modal transport hub in Langholm will:
support communities, tourism, access to active travel options and connectivity across the region.
An 8-week consultation period was undertaken as required by Section 104 of the Community Empowerment (Scotland) Act 2015. Public notices were displayed and information was made available online and at the Langholm Customer Service Centre/Library. No representations were received during the consultation period.
Chair and Vice Chair Appointments
Councillor Ian Carruthers was appointed Chair of the Annandale and Eskdale Area Committee, and Councillor Richard Brodie was appointed Vice Chair. This followed a decision at the Full Council meeting on 16 June 2025, which determined that the appointment of Area Committee Chairs and Vice-Chairs would be decided by the relevant area committee.
