The Castle Douglas Common Good Fund Sub Committee met on Wednesday 27 August 2025 to discuss the development of a transport hub in Castle Douglas. The committee agreed to a proposed change of use for areas of Common Good land to allow for the construction of the transport hub. They also noted that no objections were received during the statutory consultation period.
Development of a Transport Hub in Castle Douglas
The committee agreed to the proposed change of use of areas of Common Good land at Carpark, Market Hill, Castle Douglas for the development of a multi-modal transport hub.
The project is funded by the UK Government's Levelling Up Fund (LUF) and is to be delivered by the end of March 2026. The LUF Transport Team identified Carpark, Market Hill as a key strategic site within the region for the installation of active travel assets, including cycle parking, EV bike hire, secure locker facilities, EV car charging, and car hire facilities.
According to the Public Reports Pack, the development of a multi-modal transport hub in Castle Douglas will:
- Support communities
- Boost tourism
- Improve access to active travel options
- Improve connectivity across the region
The council consulted with local community bodies, including the Castle Douglas Community Council, Castle Douglas Development Forum, Castle Douglas Legion, Castle Douglas Rotary, Castle Douglas Soap Box Derby, Castle Douglas Civic Week, Castle Douglas Men's Shed, and Castle Douglas Beavers. Public notices were displayed around the area of Common Good land and at the Castle Douglas Customer Service Centre/Library. Information was also available on the council's website. No representations were received during the 8-week consultation period, which was required under Section 104 of the Community Empowerment (Scotland) Act 20151.
The report stated that the proposed development aligns with the council's strategic outcomes, including:
- Investment in the region benefits communities and the local economy
- Rural communities and places are vibrant and thriving
- Enhancing the region's natural capital benefits local communities and businesses
- Roads, paths, cycling and walking networks in the region are improved
- Sustainable travel in the region contributes to net zero
- People have access to services that are modern, efficient and responsive
- Digital connectivity supports thriving rural communities
- People are active, resilient and improving their health and wellbeing
The development will be funded via Levelling Up Funding. Legal Services advised that the proposed work can be classified as an act of management and therefore does not require consent from the court.
