The Kensington and Chelsea Licensing Sub-Committee convened to consider an objection to a temporary event notice (TEN) for Flat 1, 12 Cambridge Gardens, London, W10 5UB, in Golborne ward. The notice was submitted by Ms Elizabeth Aryeetey. Objections were received from the Metropolitan Police and the council's Noise and Nuisance Team.
Here's a breakdown of the key items that were scheduled for discussion:
Temporary Event Notice: Flat 1, 12 Cambridge Gardens
Ms Elizabeth Aryeetey applied for a TEN to sell alcohol on and off the premises at Flat 1, 12 Cambridge Gardens during the Notting Hill Carnival on Sunday 24 August and Monday 25 August 2025, between midday and 7pm each day. The report pack stated that Ms Aryeetey intended to use the forecourt area of the property, and proposed a maximum capacity of 499 people.
Objections
PC Mark Perry of the Metropolitan Police objected to the TEN on the grounds of crime prevention, disorder, and public safety. The police representation in Appendix B - Police Rep 12 Cam noted that the premises is:
located in a high-footfall area close to Portobello Road, Portobello Green, and the Lord Gelly Sound System, all of which attract large crowds during Notting Hill Carnival.
The police were concerned that selling alcohol from this location could lead to queues and crowd build-up on the public highway, causing obstructions and impeding emergency access. The police representation also stated that Ms Aryeetey was not part of the official event planning undertaken by Notting Hill Carnival Ltd (NHCL), and that the TEN had not been coordinated with the police or local authority. They further stated that alcohol-related crime and disorder is a recurring issue at the event, and that overcrowding can heighten the risks of theft, assaults, and public disorder.
Mr Julian Trill, Team Manager at RBKC Environmental Health Noise and Nuisance, also objected to the TEN on the grounds of public safety and prevention of public nuisance. The representation from the Noise and Nuisance Team, included as Appendix C - Noise 12 Cambridge Gardens, stated that the location is in a very busy part of the Carnival area, between Ladbroke Grove (the procession route) and Portobello Road, and close to the Lord Gelly Sound System and a licensed bar. It was considered that the TEN could exacerbate congestion by attracting customers and causing queues, potentially holding people at the site and impacting the safe movement of the crowd.
Council Considerations
The report pack included extracts from the council's Statement of Licensing Policy, which outlines the four licensing objectives:
- Prevention of crime and disorder
- Public safety
- Prevention of public nuisance
- Protection of children from harm
The sub-committee were asked to consider the objection notices and take steps to promote the licensing objectives. The options available to the sub-committee included:
- Issuing a counter notice, effectively rejecting the TEN.
- Taking no action, allowing the TEN to proceed.
- Imposing conditions from an existing premises licence on the TEN, if applicable.
The report pack also included a map of the area (Appendix E - Map 12 Cambridge), a list of licensed premises in the vicinity (Appendix F), a map of the 2024 Carnival footprint, and a list of temporary event notices received so far for this year's Carnival (Appendix H).
