The Metropolitan Police Service and the Ealing Council Noise Team submitted objection notices relating to the prevention of crime and disorder, public safety and prevention of public nuisance licensing objectives.

The police stated that they had attended the council's CCTV office numerous times recently to investigate complaints from residents about events held at the venue by Miss Ursula James. The police stated that they had viewed CCTV footage extensively and found multiple breaches of previous TENs.

The police stated that on 13 July, CCTV footage showed large groups of people emanating from the event at Milan Palace congregating on the street, pavement and church car park. They also stated that cars were parked in the church's car park, with people loitering in and around this area, and that a BBQ was set up on the church's raised planter area, with another one set up on the street directly outside Milan Palace. The police also stated that two scuffles could be seen on this occasion, and that Osterley Park Road appeared to be used for patrons to park their cars.

The police also stated that on 6 August, two BBQs were set up in the church planter area and a large truck was on the pavement outside Milan Palace. They also stated that a member of the public had complained directly to a councillor about persistent issues with events held 'particularly during the late-night and early-morning hours of Fridays, Saturdays, and Sundays, most notably between 5:00 AM and 6:00 AM. During these times, residents are routinely subjected to excessive noise, antisocial behaviour, and major disruptions.'

The Ealing Council Noise and Nuisance Team stated that they had received complaints from local residents regarding loud amplified music, raised human voices, anti-social behaviour and severe parking issues due to the events held at Milan Palace.

The Noise and Nuisance Team stated that initial complaints were made in June, September and October 2024 following a TEN issued for 9 June 2024, 28/29 September 2024, and 13 October 2024. They also stated that they had examined the London Borough of Ealing's public safety CCTV covering the immediate vicinity of Milan Palace for the time period 22:05-06:30 on 12/13 October 2024. The footage showed large crowds of people hanging around outside the venue until after 6 am, vehicles parked on double yellow lines and on the pavements, and street traders serving hot food from a BBQ.

The Noise and Nuisance Team also stated that further noise complaints were received on 22 July regarding the event held at Milan Palace on 6 July 2025. The complainant submitted video and photographic evidence of large crowds gathering in the street, individuals inhaling nitrogen dioxide whilst seating in vehicles with doors wide opened, canisters scattered around them, a large build up of waste, persons shouting and arguing, others trying to intervene, and general chaos.

The report pack stated that the sub-committee was asked to consider the TEN, objections and the Statement of Licensing Policy in respect of the proposals, and could:

  • Allow the licensable activities to go ahead as stated in the notice;
  • If the notice is in connection with licensable activities at a licensed premises, allow the licensable activities to go ahead as stated in the notice but impose one or more conditions from the existing licence conditions if it considers that this is appropriate for the promotion of the licensing objectives; or
  • Decide that the event would undermine the licensing objectives and should not take place and provide a counter notice.

The Licensing Act 2003 requires that a licensing authority carry out its licensing functions with a view to promoting the licensing objectives:

  • Prevention of crime and disorder
  • Public safety
  • Prevention of public nuisance
  • Protection of children from harm

The sub-committee was also required to have regard to its Statement of Licensing Policy and the Guidance issued by the Secretary of State pursuant to Section 182 of the Act.
