This meeting of the Licensing Sub-Committee of Kensington and Chelsea Council was scheduled to discuss a notice given by Mr Adam Bolton to hold a temporary licensable event at The Florist Stand, 15 Elgin Crescent, London, W11 2JA. Objections to the notice were received from the Metropolitan Police and the Environmental Health Noise and Nuisance Team. The Licensing Sub-Committee was to consider these objections.

The Florist Stand, 15 Elgin Crescent

Mr Adam Bolton submitted a Temporary Event Notice (TEN) for Sunday 24 August and Monday 25 August 2025, to provide the sale by retail of alcohol on and off the premises during Notting Hill Carnival 2025. The maximum number of people to be permitted at any one time was specified as 15.

PC Jinelle Caldinez objected on behalf of the Metropolitan Police on the grounds of the Prevention of Crime and Disorder and Public Safety.

PC Caldinez has concerns that the location is situated in close proximity to Portobello Road and Rampage sound system. Photographs of Portobello Road from last year's Carnival have been included to highlight the crowd levels and the difficulty of having a bar set up in a congested area.

PC Caldinez stated that Mr Bolton had not complied with clauses 25.4 and 25.5 of The Royal Borough of Kensington and Chelsea's Licensing Policy as not enough information had been provided detailing how the TEN would be managed, and that no risk assessment had been submitted. PC Caldinez also stated that Mr Bolton had not provided evidence that a street trading licence had been obtained under the London Local Authorities Act 1990.

Mr Philip Richardson objected on behalf of the Environmental Health Noise and Nuisance Team on the grounds of Public Safety. Mr Richardson stated that the TEN is situated in a part of Elgin Crescent, in close proximity to the junction of Portobello Road close to the parade route on Ladbroke Grove, an area well known for heavy congestions. Mr Richardson also stated that Mr Bolton had not provided a Risk Assessment or Event Management Plan, or evidence that a street trading licence had been granted.

Statement of Licensing Policy

The report pack included extracts from the council's statement of licensing policy, which states that the Licensing Authority must carry out its licensing functions so as to promote the four licensing objectives:

• The prevention of crime and disorder
• Public safety
• The prevention of public nuisance
• The protection of children from harm.

The statement also includes specific guidance on Temporary Event Notices, significant/major events and the Notting Hill Carnival. With regards to Notting Hill Carnival, the policy states:

The Council's aim is to have a safe and enjoyable Carnival.

The policy advises applicants for new premises licences, variations to existing premises licences, and TENs to demonstrate in their applications how their proposed activity would support the licensing objectives and not have an adverse impact on the existing high demands that the emergency services are under over the Carnival period. The policy also states that the Licensing Authority expects that applicants, or potential applicants, discuss the contents of their draft event management plan with the Police/Licensing Authority prior to submitting their application/TEN, particularly if the activities to be applied for include a sound system.
