The Licensing Sub-Committee A convened to consider a new premises licence application for Blackheath Fireworks and Temporary Event Notice [TENs] for Fourteen87. The Sub-Committee was also scheduled to elect a chair for the meeting and to make declarations of interest.
Blackheath Fireworks
The Sub-Committee was scheduled to consider a new premises licence application for Blackheath Fireworks, Blackheath Common, London SE3 0TY. The application, submitted by Radioactive Clothing Ltd T/A Slammin Events on 27 June 2025, requested permission to hold a one-day weekend event annually between the last week of October and the second weekend of November.
The applicant sought to provide:
- Regulated Entertainment including live and recorded music, performance of dance and anything of a similar nature from 16:00 to 23:00 on Saturdays.
- Alcohol for consumption on the premises from 16:00 to 22:30 on Saturdays.
According to the report pack, the application was advertised in accordance with the Licensing Act 2003. While the Metropolitan Police and the Licensing Authority did not object to the application, a representation was received from the Blackheath Society.
The report pack stated that after considering any representations, the Sub-Committee could take the following steps:
1.) Grant the application as applied for
2.) Grant the application subject to conditions modified to such extent as the authority considers appropriate for the promotion of the licensing objectives.
3.) Refuse to specify a person in the licence as the designated premises supervisor
4.) Refuse to grant the application.
The report pack also noted the applicant's intention to hold an event at Blackheath, describing it as a large open space with good transport links that has been used for events in the past. The applicant stated that the expected attendance was 29,999 people.
The applicant outlined steps intended to promote the four licensing objectives1 including:
- Providing notice of the event to Lewisham Council within an agreed timeframe.
- Producing a bespoke Event Safety Management Plan [ESMP] for each event, to be agreed with responsible authorities at least 30 days prior to the event.
- Producing documented Search, Drugs, Alcohol, Security and Eviction policies as part of the ESMP in consultation with the Metropolitan Police.
- Carrying out an Event Risk Assessment and producing a security and stewarding operation and deployment plan.
- Submitting a Fire Risk Assessment and associated mitigation plans in consultation with London Fire Brigade [LFB].
- Submitting a Noise Management Policy to Lewisham Council Environmental Health.
- Submitting a Traffic and Transport Management Policy to the satisfaction the responsible 'Highways Authority'.
- Producing an event specific Safeguarding Policy in consultation with the Metropolitan Police and other Safety Advisory Group [SAG] members.
- Applying a Challenge 25 policy2 to the site and at any point of alcohol sales.
The report pack included a summary of the Blackheath Society's objection to the application. The objection was initially refused, but on further consideration, was accepted as a borderline case based on the sentence:
It seems more probable that customers would be paying for music and dance performances, which are likely to cause nuisance when situated so close to the Village.
Fourteen87, 7 Catford Broadway London SE6 4SP
The Sub-Committee was also scheduled to consider two Temporary Event Notices [TENs] for Fourteen87, 7 Catford Broadway London SE6 4SP. The applicant for both TENs was named as Adeleke Lasaki.
The TENs sought permission for the following activities to take place at the premises from 00:01 - 02:00 on 31 August and 7 September 2025:
- The sale by retail of alcohol for consumption on the premises
- Late night refreshment
- The provision of regulated entertainment in the form of recorded music for up to 70 people.
According to the report pack, an objection was received from Gillian Pearce of the Metropolitan Police on 15 August 2025, within the specified time limit. The objection related to the prevention of Public Nuisance and the Prevention of Crime and Disorder.
The report pack stated that the premises is licensed but has a closing time of 00:00 hours on the days requested for these TEN's.
The Metropolitan Police objection stated that the venue had not been adhering to its licensing conditions and had been open beyond its licensing hours. It also stated that on 10 August 2025, the premises was visited by the local authority at 1am, when it should have closed at midnight. The police also stated that the Designated Premises Supervisor [DPS] produced a summary of the licence in which he had substituted the second page with that of Space8, which has later opening hours. The police also stated that the venue had been the subject of complaints to the local authority due to loud music emanating from the premises after their closing hours.
The report pack stated that after considering any representations, the Sub-Committee could take the following steps:
- Decide no action is appropriate to promote the licensing objectives therefore the temporary event may go ahead.
- Impose one or more conditions on the standard temporary event notice if a. the authority considers it appropriate for the promotion of the licensing objectives to do so, AND if b. the conditions are also imposed on a premises licence or club premises certificate that has effect in respect of the same premises, or any part of the same premises, as the standard temporary event notice, and c. the conditions would not be inconsistent with the carrying of licensable activities under the standard temporary event notice
- Issue a counter notice if it considers it is appropriate to promote the licensing objectives, therefore the temporary event may not go ahead.
Election of Chair
The Sub-Committee was scheduled to elect a Chair for the remainder of the municipal year 2025/26.
Declarations of Interest
The Sub-Committee was also scheduled to receive declarations of interest from members related to any items on the agenda. The report pack included guidance on the types of interests that members should declare, including disclosable pecuniary interests, other registerable interests, and non-registerable interests.
