Here is a summary of the scheduled items for the Lincolnshire County Council's Constitution meeting on 11 August 2025. Constitution Review

Summary of the Constitution
Part 1 of the report pack included a summary of the Lincolnshire County Council Constitution. The summary stated that the Full Council is made up of 70 members. It also stated that the Executive is made up of a leader and up to nine other councillors, who the leader appoints. The report pack stated that the Overview and Scrutiny Management Board is supported by the following Overview and Scrutiny Committees:
- Adults and Community Wellbeing Scrutiny Committee
- Children's and Culture Scrutiny Committee

Articles of the Constitution
Part 2 of the report pack included the Articles of the Constitution. These articles covered topics such as the powers and duties of the council, the rights of members of the public, the roles and functions of councillors, the functions of the full council, the executive, and overview and scrutiny committees.
Responsibility for Functions
Part 3 of the report pack included details of the responsibility for functions. This section outlined which functions are the responsibility of the full council, committees, the executive, or delegated to officers. It also covered joint arrangements.
Rules of Procedure
Part 4 of the report pack included the rules of procedure. These rules covered council procedure, access to information, the budget and policy framework, executive procedure, overview and scrutiny procedure, financial regulations, contract regulations, and officer employment procedure.
Codes and Protocols
Part 5 of the report pack included the codes and protocols. This section covered standards and values, the members' code of conduct, the officers' code of conduct, and various protocols such as member/officer relations, councillor involvement in commercial transactions, harassment, the planning process, confidential reporting, and petitions.
Members' Allowances Scheme
Part 6 of the report pack included the Members' Allowances Scheme. This scheme outlined the allowances and expenses that members are entitled to receive.
