The Licensing Sub-Committee of Doncaster Council met on 2 September 2025 to review several Hackney Carriage and Private Hire Driver licences. The sub-committee followed a standard procedure for each application:
- The Senior Licensing Practitioner introduced the report, outlining the key points and circumstances that led to the sub-committee's review.
- Sub-committee members were invited to ask questions of the Senior Licensing Practitioners and the applicant.
- The applicant was allowed to explain their past actions and make a closing statement.
- The applicant and Senior Licensing Practitioners were excused from the meeting while the sub-committee deliberated.
- The applicant was notified that they would receive the decision in writing within seven working days.
The decisions for each application were as follows:
- Application 1: The applicant was deemed not a 'fit and proper' person to hold a Hackney Carriage / Private Hire Drivers Licence.
- Application 2: The applicant was deemed not a 'fit and proper' person to hold a Private Hire Drivers Licence.
- Application 3: The applicant was deemed a 'fit and proper' person to hold a Hackney Carriage and Private Hire Drivers Licence.
- Application 4: The applicant was deemed not a 'fit and proper' person to hold a Private Hire Drivers Licence.
- Application 5: The application was withdrawn prior to the meeting.
- Application 6: The applicant was deemed a 'fit and proper' person to hold a Private Hire Drivers Licence.
Exclusion of Public and Press
The sub-committee resolved to exclude the public and press from the meeting, citing Section 100(A)(4) of the Local Government Act 19721, as amended. This decision was made because the discussion was likely to involve exempt information, as detailed in Paragraph 1 of Part 1 of Schedule 12A to the Act, which pertains to information relating to specific individuals.
