The Hounslow Health and Wellbeing Board met to discuss the approval and publication of the Pharmaceutical Needs Assessment 2025. The board was also scheduled to note the Monitoring Officer's guidance on declaring interests.
Pharmaceutical Needs Assessment 2025
The Hounslow Health and Wellbeing Board was scheduled to consider the Pharmaceutical Needs Assessment (PNA) 2025, a document produced by Soar Beyond, for approval and publication. Ann Phillips, Senior Coordinator Programmes and Partnerships, Public Health, was listed as the contact for further information on the PNA.
The PNA is a statutory document1 required by the government under the Health and Social Care Act 20122. It is an assessment of pharmaceutical services in the area, produced every three years, to inform the NHS who commission pharmacy provision. The PNA identifies gaps in current services and suggests improvements for future pharmaceutical service provision.
The report pack states that the PNA:
identifies what pharmaceutical services are currently available in the area and where services are likely to be needed in the future, because of changes to the health or demographics of the population.
The PNA considers a range of factors, including:
- The NHS Long Term Plan (LTP).
- Joint Strategic Needs Assessment (JSNA).
- Joint Local Health and Wellbeing Strategy (JLHWS).
- North West London Integrated Care System (ICS) Strategy.
- Core20PLUS5.
- Population characteristics, including age, projected population growth, housing developments, life expectancy, ethnicity, language and religion.
- Deprivation.
- Causes of ill health, including hypertension, cardiovascular disease, diabetes, respiratory disease, cancers and mental health.
- Health behaviours, including drug and alcohol misuse, sexual health and teenage pregnancy, and smoking.
- NHS pharmaceutical services provision.
- Other services that may impact on pharmaceutical services provision.
- Findings from a public questionnaire.
The PNA divides Hounslow into five localities: Brentworth, Hounslow Health, Great West Road, Feltham and Bedfont, and Chiswick. It assesses pharmaceutical service provision in each of these localities, and identifies any gaps in service provision.
The PNA also includes a list of pharmaceutical service providers in Hounslow, a PNA project plan, the PNA Steering Group terms of reference, the public questionnaire, a pharmacy contractor questionnaire, a list of consultation stakeholders, and a summary of consultation responses.
The report pack recommends that the Hounslow Health and Wellbeing Board approve the PNA and sign off the document for publication on 1 October 2025.
Declaring Interests
Council's elected representatives were scheduled to note the Monitoring Officer's guidance on declaring interests. The guidance reminds committee members that if they have a pecuniary interest3 in any matter being discussed at the meeting they must declare the interest and not take part in any discussion or vote on the matter.
