The Licensing Sub-Committee of Kensington and Chelsea Council met to consider an objection to a temporary event notice (TEN) for Flat 10A, Hedgegate Court, Powis Terrace, London, W11 1JD. The council received objections from both the Metropolitan Police and the Noise and Nuisance Team. The report pack included the agenda, the report, appendices, and other relevant documents.

The sub-committee was scheduled to consider a notice given by Mr Mohamed Sheik Omar to hold a temporary licensable event at Flat 10A, Hedgegate Court, Powis Terrace, London, W11 1JD.
Mr Sheik Omar submitted a Temporary Event Notice (TEN) for the Notting Hill Carnival weekend, specifically Saturday 23 August from 11:00 to 19:30 and Sunday 24 and Monday 25 August 2025 from 12:00 to 19:00. The application requested permission to provide sales of alcohol on and off the premises. Mr Sheik Omar proposed using the external area at the front of the property and indicated a maximum capacity of 199 people.
The report pack included a copy of the TEN application, which specified the following:

- Sunday 24 August 2025: 12:00 to 19:00

PC Jinelle Caldinez, on behalf of the Metropolitan Police, objected to the TEN on the grounds of the prevention of crime and disorder and public safety. Mr Philip Richardson, a Principal Environmental Health Officer for RBKC Environmental Health Noise and Nuisance, also objected on the grounds of public safety.
PC Jinelle Caldinez noted the premises' proximity to multiple sound systems, including Disya Jeneration, Gaz's Rockin' Blues, and Metro Glory Science of Sound. PC Jinelle Caldinez stated that the police believed that alcohol sales from the site would create queues, pinch points, and crowd surges, obstructing pedestrian flow and emergency access.
PC Caldinez notes that the premises is located in close proximity to multiple sound systems, including Disya Jeneration, Gaz's Rockin' Blues, and Metro Glory Science of Sound. This part of the Notting Hill Carnival footprint is already heavily congested, and the Police believe that alcohol sales from the site would create queues, pinch points, and crowd surges, obstructing pedestrian flow and emergency access.
The police objection also highlighted the absence of a risk assessment, event management plan, or site map. It was further noted that selling alcohol into the public highway would require a street trading licence, which RBKC does not grant for alcohol sales during carnival, and that any unauthorised trading would constitute a criminal offence.
Mr Philip Richardson raised concerns that the premises' location was directly adjacent to the Disya Jeneration sound system and very close to other large sound systems. He stated that the area is already subject to severe congestion during carnival, and the TEN would likely worsen this by holding people at the site and disrupting the movement of crowds. Mr Richardson also noted the absence of a risk assessment or event management plan and the lack of evidence of a street trading licence for alcohol sales into the public highway.
The report pack included extracts from the council's statement of licensing policy, which outlines the four licensing objectives1 and provides specific guidance for temporary event notices during the Notting Hill Carnival. The sub-committee was asked to consider the objection notices and take one of the following steps:
- Issue a counter notice if it considers it necessary for the promotion of any of the licensing objectives to do so.
- Take no action, and allow the notice to have effect.
- If the premises has the benefit of a premises licence or club premises certificate impose one or more conditions which are specified on the premises licence or club premises certificate which the committee considers are not inconsistent with the carrying out of the licensable activities under the temporary event notice.
List of Temporary Event Notices for Carnival
The report pack included a list of temporary event notices received so far for this year's Carnival. The list included 82 TENs, including the trading name, address, easting, northing, event dates, activities, and hours of operation.
