The Ashfield Council Licensing Sub Committee met to consider an application to review the premises licence of the Dog & Quayle, a pub in Underwood. The review was prompted by Nottinghamshire Police following the discovery of a cannabis grow at the premises. Councillors were asked to consider modifying the licence conditions, removing licensable activities, suspending the licence, or revoking it entirely.

Dog & Quayle Premises Licence Review

The meeting was convened to discuss an application by Nottinghamshire Police to review the premises licence for the Dog & Quayle, located at 75 Mansfield Road, Underwood, NG16 5FF. According to the agenda, the application was prompted by the discovery of a significant cannabis growth on the first floor of the premises on 28 June 2025.

The report pack included the original application from Nottinghamshire Police, which stated that the police believed that the discovery indicated a failure to uphold the licensing objective of preventing crime and disorder.

The report noted that the Designated Premises Supervisor¹ had since been removed, the tenancy had been cancelled, and the premises had been closed while a new tenant and supervisor were sought. Councillors were informed that they could take the following steps:

• Modify the conditions of the premises licence.
• Exclude a licensable activity from the scope of the premises licence.
• Suspend the premises licence for up to three months.
• Revoke the premises licence.

The report pack also noted some considerations for the Sub-Committee, including the Crime and Disorder Act 1998, the Human Rights Act, and the need for any decision to be necessary and proportionate . Councillors were reminded of their duty to promote the licensing objectives when making any decision under the Licensing Act 2003.

The report pack included several appendices:

The current premises licence stipulated that alcohol sales were permitted Monday to Friday from 10:00 to 00:00, and Saturday and Sunday from 00:00 to 01:00 and 10:00 to 00:00. Regulated entertainment, including films, live music and recorded music, was permitted indoors during the same hours. Late night refreshment was permitted indoors Monday to Friday from 00:00 to 00:30 and 23:00 to 00:00, and Saturday and Sunday from 00:00 to 01:30 and 23:00 to 00:00. The licence also included seasonal variations for New Year's Eve.

The licence holder was named as Star Pubs Trading Limited, and at the time of the report there was no Designated Premises Supervisor appointed.
