Summary
The Bury Locality Board met on 1 September 2025 to discuss a range of issues including performance reports, cancer strategy updates, and a memorandum of understanding with the voluntary sector. The board was also scheduled to discuss updates from the Integrated Delivery Board and the Clinical and Professional Senate.
Locality Board Agenda Items
Declarations of Interest
The Locality Board was scheduled to receive the latest register of declarations of interest. The register included declarations of interest for the Locality Board, including those of Councillor Eamonn O'Brien, Leader of the Council and Joint Chair of the Locality Board, Councillor Tamoor Tariq, Cabinet Member Adult Care, Health and Public Service Reform, and Councillor Lucy Smith, Deputy Leader and Cabinet Member for Children and Young People. The report pack stated that Locality Board members should declare any relevant interests as part of the agenda, or as soon as a potential conflict becomes apparent during meeting discussions.
VCSE/Public Sector Memorandum of Understanding
The Locality Board was to consider a multi-agency collaboration agreement between the Bury Health & Public Sector, represented by members of the Bury Integrated Delivery Collaborative, and the Bury Voluntary, Community and Social Enterprise (VCSE) Sector, represented by the Bury VCSE Leadership Group. The report pack stated that the agreement was based on a shared principle of mutual trust, working together, and sharing responsibility, and aimed to develop how the sectors work together to improve outcomes for Bury's communities.
The report pack recommended that Locality Board members formally sign-up to the commitments in the memorandum of understanding (MoU), which had been developed following a 12-month co-design period with system partners.
The key elements of the MoU included:
- Acknowledging power imbalances between the sectors.
- Taking a 'Bury first' approach, utilising local skills and expertise before bringing in external agencies.
- Supporting spaces to deepen shared understanding between the sectors.
- Strengthening ways of working when VCSE organisations are part of delivery.
The MoU outlined several commitments, including:
- Embedding the importance of the VCSE sector to support co-design and co-production.
- Ensuring that the voice of the VCSE sector and local communities is heard and valued in strategic governance.
- Ensuring a financially resilient VCSE sector.
- Supporting a shared ambition for a One Workforce.
- Embedding social value.
Cancer Update Report
The Locality Board was scheduled to receive a cancer update report outlining the priorities and position of the cancer work programme in the Bury Locality.
The report pack stated that Greater Manchester Cancer Alliance had set a 3% target for increase in early diagnosis of cancer, and that Bury's target was 60% for the financial year 2025-26. The report pack also included data on early diagnosis performance, and a Bury Locality Cancer Action Plan.
The action plan included actions relating to:
- Early diagnosis, such as increasing early detection of lung and oesophago-gastric cancer.
- Faster diagnosis, operational performance and treatment variation, such as supporting implementation of the Northern Care Alliance Cancer Plan.
- Personalised care, such as strengthening collaboration between primary and secondary care cancer services.
The report pack also detailed achievements, such as the delivery of an early detection project by the Live Well Team, and challenges, such as PCN engagement and varied roles of Cancer Care Co-ordinators.
Integrated Delivery Board Update
Kath Wynne-Jones, Chief Officer, Bury Integrated Delivery Collaborative, was scheduled to present the latest Integrated Delivery Board update to the Locality Board. The update covered key strategic developments such as an implementation workshop with GP neighbourhood leads, a development programme for GP leaders, and work to design the place element of the Northern Care Alliance Clinical Leadership Model.
The update also included IDC Programme Highlights, including:
- Mental Health: Work towards the opening of Scott & Rosse Place, a new mental health supported living scheme.
- Elective Care/Community: Awaiting final sign off for revised Bury Cardio pathway referral templates.
- Cancer/CVD/Diabetes: Lung cancer screening coming to Bury for Bury and Horizon PCNs at the end of August.
- Palliative and End of Life Care: Implementing a co-designed system wide referral Pathway for Community Specialist Palliative Services.
- Adult Social Care: Preparing for a CQC assessment of local authority adult social care services.
- Primary Care: General Practice received letter from Wes Streeting noting improvement on access and proposing a review of the core contract for General Practice.
- Neighbourhoods: Partnership application submitted to take part in the DHSC National Neighbourhood Health Implementation Programme.
- Complex Care: Performance >80% for past 18 months for 28d standard.
- Urgent and Elective Care: Fairfield General Hospital report 4-hour performance.
- Workforce: SEND training mapping is being undertaken in August with partners across health/care and education sectors to understand our current training provision, our trained workforce and identify any gaps.
The report pack included an application to take part in the National Neighbourhood Health Implementation Programme. The application named Lynne Ridsdale, Chief Executive Bury Council and Bury's Placed Based Lead for Health and Care in GM Bury, and Mark Fisher, CBE, Chief Executive NHS Greater Manchester Integrated Care, as the co-sponsors.
Performance Report
The Locality Board was scheduled to receive the Bury ICP Locality Performance Report for August 2025. The report included data on a range of metrics, including:
- Patients aged 14+ with a completed LD health check
- Access to Children and Young People MH Services
- Dementia: Diagnosis Rate (aged 65+)
- Inappropriate adult acute mental health out of area placement (OAP bed days)
- MH Patients with no criteria to reside
- Access to community MH services for Adults and other Older Adults with Severe Mental Illness
- Talking Therapies Access Rate
- Women Accessing Specialist Community Perinatal MH Services
- Length of stay adults: Mental Health Patients
- Patients identified as having 20% or greater 10-year risk of developing CVD are treated with statins

Primary Care Commissioning Committee update
Adrian Crook, Director of Adult Social Services and Community Commissioning, was scheduled to present a highlight report from the Primary Care Commissioning Committee meeting held on the 28th July 2025.
Key updates included:
- Ratification of decisions made outside of the committee
- PCCC received a detailed primary care programme update Highlight Report
- PCCC were presented with and approved a contract variation detailing year 2 Bury LCS 2025/26 - neighbourhood requirements for Bury LCS.
- PCCC was presented with a proposal for 2025/26 quality visits which is aimed around reducing unwarranted variation amongst practices.
- Work continues to improve EA utilisation and DNA data is now shown Quarter 1 contracting update
- High-level results from the latest General Practice Patient Survey were presented to the GPPS – committee
