The Isle of Anglesey Council's Planning and Orders Committee convened on 3 September 2025, addressing a range of planning applications and related matters. Decisions were made on several applications, including approvals for a replacement dwelling in Trearddur Bay and a change of use for a Holyhead restaurant, while a decision on an outline application in Malltraeth was deferred.
Planning Applications
The committee addressed several planning applications, each with specific considerations and outcomes.
Porta Delgada, Ravens Point Estate, Trearddur Bay
An application for the demolition of an existing dwelling and the erection of a replacement dwelling at Ponta Delgada, Ravens Point Estate, Trearddur Bay was approved, subject to planning conditions. The application, referenced as FPL/2025/97, had been called in by Councillor Keith Roberts due to concerns about overdevelopment and its character in relation to neighbouring single-storey dwellings.
Despite concerns raised in 15 letters of objection, including those relating to a single-storey restriction on the original estate consent and the design's impact on the area, the Planning Development Manager's report recommended approval. The report argued that the single-storey restriction from the previous consent had no implication, as this was a new planning application. It was also noted that the estate already had several two-storey properties.
The approved plans include a two-storey flat roof dwelling with a wrap-around balcony. Conditions were imposed to address potential impacts on neighbouring properties, including obscured glazing and a screen on the northern elevation, and restrictions on the use of flat roof sections as balconies.
Shire Hall, Glanhwfa Road, Llangefni
The committee voted to refuse application FPL/2023/181 for the erection of six residential units at Shire Hall, Glanhwfa Road, Llangefni. The recommendation to refuse was based on the applicant's failure to complete and sign a Section 106 agreement1 related to financial contributions towards affordable housing and the management of an embankment wall. Councillor Geraint ap Ifan Bebb and Councillor Nicola Roberts had requested the application be brought before the committee due to concerns about overdevelopment, flooding, highways and the impact on the adjacent historical building.
Land Adjacent to Tyn Llain, Malltraeth
An outline application, referenced as OP/2025/3, for the erection of a dwelling on land adjacent to Tyn Llain, Malltraeth was approved, contrary to the officer's recommendation, as it was considered that the application site was not liable to flooding. Councillor Arfon Wyn had called in the application, supporting it on the grounds that the site was surrounded by existing properties and showed no evidence of previous flooding.
Natural Resources Wales (NRW) had objected to the application due to flood risk, stating that the Flood Consequence Assessment failed to demonstrate that the risks and consequences of flooding could be managed to an acceptable level.
In accordance with the council's constitution, the application will be automatically deferred to the next meeting to allow officers to respond to the reasons given for approving the application.
Marian, Talwrn
The committee approved application VAR/2025/16 for the deletion of a condition relating to temporary permission and the variation of condition relating to hours of use, for a catering business at Marian, Talwrn. Councillors Dylan Rees and Non Lewis Dafydd had requested that the application be referred to the Planning Committee for determination.
The application sought to remove the temporary nature of the permission for a portacabin used for a catering business and to extend its hours of operation. One representation had been received, raising concerns about the location of the portacabin, its lack of use, and potential nuisances.
The Planning Development Manager's report recommended approval, stating that the proposal aligned with strategic policy PS 13, which supports the economic prosperity of rural communities. The report also noted that the LPA was not aware of any concerns or issues having been raised in relation to activities associated with the business.
The committee approved the application, allowing for the permanent siting and use of the portacabin with extended hours, subject to conditions.
Land Near Llanfawr Road, Holyhead
An outline application, referenced as OP/2025/1, for the erection of nine affordable dwellings on land near Llanfawr Road, Holyhead was discussed. Councillor Jeff M Evans had requested the application be brought before the committee due to concerns of increase in traffic movements, drainage issues and ecological issues.
The application sought permission for the erection of six bungalows, one pair of two-storey semi-detached properties and one detached dwelling.
The Planning Development Manager's report recommended approval, stating that the proposal was in accordance with policy TAI 1, which supports housing in urban service centres. The report also noted that the site was designated as a protected open space under Policy ISA 4 of the Anglesey and Gwynedd Joint Local Development Plan, but that the applicant proposed to improve the existing playing facilities on the neighbouring land.
The committee resolved that a site visit be undertaken in accordance with a Local Member’s request.
Mandarin Royale, Victoria Road, Holyhead
The committee approved application FPL/2025/66 for the change of use of the former restaurant, Mandarin Royale, Victoria Road, Holyhead, into a mixed-use community hub. Councillor Pip O'Neill, Chairman for the Hwb Cybi Committee, had declared an interest in the application.
The application sought permission for the change of use of the site from an A3 hot food facility to a mixed-use community hub under use classes D1 and D22. The scheme will provide a youth hub/meeting room/venue on the first floor, with kitchens and a golf simulator on the ground floor.
The Planning Development Manager's report recommended approval, stating that the proposal was in accordance with policy ISA 2, which encourages the development of new community facilities. The report also noted that the site was located in a highly sustainable location, easily accessible on foot and with excellent public transport connections.
The committee approved the application, subject to conditions.
