The District Planning Committee of Maldon Council met on 3 September 2025 to discuss two planning applications. The committee approved an application for the construction of 90 dwellings on land south of Wycke Hill and Limebrook Way, and also approved a variation of condition for a hybrid application for mixed use development on land at Broad Street Green Road, Langford Road and Maypole Road, Great Totham.
Land South of Wycke Hill and Limebrook Way, Maldon, Essex
The committee approved application 25/00160/FULM for the construction of 90 dwellings, open space, landscaping, and associated infrastructure on land south of Wycke Hill and Limebrook Way, Maldon. This application was brought back to the committee due to a voting error at a previous meeting. The applicant, Crest Nicholson Eastern, had submitted a revision to the housing mix, with alterations to the one-bedroom dwellings. The Head of Service: Development Management and Building Control assured the committee that the changes did not materially alter the application and no further public consultation was needed.
The agent, Mr Smith from JCN Design & Planning, addressed the committee. Clarification was provided on the number of one-bedroom dwellings, contributions from Essex County Council Education, and the inclusion of electric vehicle charging points as a condition. Councillor A S Fluker proposed approval, which was seconded and carried.
The approval is subject to a Section 106 agreement1 including terms for:

Land at Broad Street Green Road and Langford Road Maypole Road Great Totham
The committee approved application 24/00911/VARM, a variation of condition 20 on planning permission 15/00419/OUT for land at Broad Street Green Road and Langford Road Maypole Road Great Totham. The proposed change alters the trigger for the completion of the Relief Road section between Langford Road and Maypole Road to 'prior to 26 September 2025'.
The Head of Service: Development Management and Building Control presented the report, noting the application had been previously considered on 22 May 2025. It was brought back to reconsider it with the benefit of an Environmental Impact Assessment (EIA) Screening Direction. The applicant, Mr Moseley from Vistry Group, addressed the committee. Councillor A S Fluker noted a correction to the report. Councillor Fluker then proposed approval, which was seconded and carried.
The approval is subject to conditions and the Section 106 legal agreement from planning permission reference 15/00419/OUT, including:
