The Inner North Community Committee met to discuss the community committee forward plan for 2025-26 and to receive a position statement on the finance report. The committee noted the contents of the Chairs Role Profile, the Champion Role Profiles, and the Co-Optee Member Role Profile. They also nominated representatives for each of the Inner North Community Committee Delivery Groups and confirmed appointments to various organisations and outside bodies.
Community Committee Forward Plan 2025-26
The Inner North Community Committee received an update on their Forward Plan 2025-26, which details agreed meeting dates, champion themes, and engagement activity with local communities. The plan also highlights the role of the Community Committee Champions and the work of the Community Committee in relation to the council constitution and associated delegations which are managed through its delivery group structure.
The Forward Plan Cover Report sets out the City and Local Priorities for the committee's four champion roles:
- Environment - Councillor Abdul Hannan
- Children & Young People - Councillor Tim Goodall
- Community Safety - Councillor Sharon Hamilton
- Health & Wellbeing - Councillor Abigail Marshall Katung
The report notes various engagement activities, including initial meetings held with universities, Child Friendly Headingley, West Yorkshire Police, and Healthwatch.
Finance Report
The Inner North Community Committee received a Finance Cover Report providing a position statement on the Finance Report. The Locality Officer explained that the full budget position statement, including carry forward figures from 2024/25, was delayed due to Leeds City Council moving to a new finance system, Microsoft Dynamics.
Community Committee Chairs Role Profile
The Inner North Community Committee were provided with an update on the Chairs Role Profile, following the completion of the operational Community Committee Review on 22 May 2025. The committee resolved to note the contents of the cover report and the Chairs Role Profile.
Community Committee Champions Role Profiles
The Inner North Community Committee received an update on the Champions Role Profiles, following the completion of the operational Community Committee Review on 22 May 2025. The committee resolved to note the contents of the report and Champion Role Profiles. The following appointments were made:
- Children's Services - Councillor Tim Goodall
- Community Safety - Councillor Sharon Hamilton
- Health, Wellbeing & Adult Social Care - Councillor Abigail Marshall Katung
- Environment - Councillor Abdul Hannan

Co-Optee Members Profile and Report for 2025-26
The Inner North Community Committee received an update on the Co-Optee Member Role Profile, following the completion of the operational Community Committee Review on 22 May 2025. Councillor Sharon Hamilton suggested that co-optees should be asked to complete an application form for members to consider for appointment as a co-opted member to the Community Committee. The Locality Officer offered to develop an application form for members to consider using. It was also noted that positions for co-opted members to the committee and delivery groups should be advertised.
