  • no fewer than half of the members of the relevant authority by which the business was to be considered had an interest which related to that business
  • the nature of the member's interest was such that the member's participation in the business to which the interest relates would not damage public confidence in the conduct of the relevant authority's business
  • the interest is common to the member and a significant proportion of the general public.

The Standards Committee granted dispensation to Councillors Nicola Jones, Eifion Jones, Jenny Jones, Shan Rees, Carys Thomas, Rheinallt Jones, Janet Knott, Elfyn Williams, Viv Davies and Meinir James of Llandyfaelog Community Council to speak, make written representations and vote on council business at meetings of Llandyfaelog Community Council regarding matters pertaining to the Heol Ddu Solar Farm project.   • Code of Conduct Training and Data

The committee received a report on the code of conduct training session held for Town and Community councillors on 10 July 2025, noting that 32 delegates attended the remote session. The committee also reviewed code compliance data from Town and Community Councils, gathered between May and July 2025. The data suggested a good awareness of the code of conduct among councillors.

The committee considered a report which detailed the findings of the Adjudication Panel for Wales (APW) in respect of two published code of conduct complaints. The information provided the Committee with points of learning when implementing the code and providing training to councillors.
