Hackney Carriage/Private Hire Dual Driver's Licence for Mr Adrian Wyn Davies

The committee decided to revoke Mr. Adrian Wyn Davies's Hackney Carriage/Private Hire Dual Driver's Licence. The Senior Licensing Officer had raised concerns regarding Mr. Davies's license, and Mr. Davies was interviewed by the committee. A representative of the Police Authority provided additional information. After receiving legal advice in private session, the committee moved to revoke the license.

The committee's reason for this decision was:

Based on the evidence presented, particularly that from the Police, the Committee was satisfied that Mr. Davies was not a fit and proper person to hold a licence and that there was reasonable cause to revoke the licence that he currently holds.

Hackney Carriage/Private Hire Dual Driver's Licence for Mr Hywel Douglas Price Thomas

The committee decided to suspend Mr. Hywel Douglas Price Thomas's Hackney Carriage/Private Hire Dual Driver's Licence for six months. Mr. Thomas, who resides at Flat 27 Hafan y Morfa, Morfa, Llanelli, was interviewed by the committee regarding issues raised by the Senior Licensing Officer. The Senior Licensing Officer had recommended that Mr. Thomas's application be revoked. The Police Authority representative also provided additional information.

The committee then resolved to retire into private session to receive legal advice. Upon reconvening, the committee resolved to suspend Mr. Thomas's license for six months, conditional on Mr. Thomas:

• Providing a formal written apology to the complainants
• Attending an anger management course approved by the Council's Licensing team during the period of the 6-month suspension.

The committee felt the allegations against Mr. Thomas had been proven and considered this reasonable cause to suspend his dual driver's licence.
