The Licensing Committee of Carmarthenshire Council met on Tuesday 2 September 2025 to appoint members to its sub-committees and to consider individual driver licence applications. The committee unanimously resolved to suspend the Hackney Carriage/Private Hire Dual Driver's Licence of Mr Hywel Douglas Price Thomas for six months and to revoke the licence of Mr Adrian Wyn Davies.

Appointment of Licensing Sub-Committees

The committee unanimously approved the composition of Licensing Sub-Committees A and B for the 2025/26 Municipal Year. These sub-committees will be responsible for discharging the Council's licensing functions under the Licensing Act 2003.

Licensing Sub-Committee A will comprise Councillors Michelle Beer, Mansel Charles, Peter Cooper, Suzy Curry, Alex Evans, Tyssul Evans, and Ken Howell.

Licensing Sub-Committee B will consist of Councillors Dot Jones, Hefin Jones, Jean Lewis, Dorian Phillips, Elwyn Williams, and Kevin Madge, with one vacancy.

Mr Hywel Douglas Price Thomas - Hackney Carriage/Private Hire Dual Driver's Licence

The committee considered issues that had arisen concerning the Hackney Carriage/Private Hire Dual Driver's Licence of Mr Hywel Douglas Price Thomas, who resides at Flat 27 Hafan y Morfa, Morfa, Llanelli. Following an interview with Mr. Thomas and the presentation of additional information by the Dyfed Powys Police representative, the Senior Licensing Officer recommended that Mr. Thomas's licence be revoked.

However, after retiring into private session to receive legal advice, the committee unanimously resolved to suspend Mr. Thomas's licence for a period of six months. During this suspension, Mr. Thomas is required to provide a formal written apology to the complainants and attend an anger management course approved by the Council's Licensing team. The committee stated that the allegations had been proven on the balance of probabilities and considered this a reasonable cause for suspension.

Mr Adrian Wyn Davies - Hackney Carriage/Private Hire Dual Driver's Licence

The committee also reviewed issues pertaining to the Hackney Carriage/Private Hire Dual Driver's Licence of Mr Adrian Wyn Davies, of 14 Ger Y Llan, Llanelli. After interviewing Mr. Davies and receiving further information from the Police Authority representative, the Senior Licensing Officer recommended the revocation of his licence.

Following a private session for legal advice, the committee unanimously resolved to revoke Mr. Davies's licence. The committee was satisfied, based on the evidence presented, particularly from the Police, that Mr. Davies was not a fit and proper person to hold a licence and that there was reasonable cause for its revocation.

The committee also formally signed as correct records the minutes of the meeting of Licensing Sub-Committee B held on 2 July 2025, and the minutes of the Licensing Committee meeting held on 12 June 2025.
