The Members Home to School Transport Appeals Panel met to consider an appeal against the council's decision not to provide free school transport, and to confirm the minutes of previous meetings. The panel refused the appeal, finding that the applicant did not meet the criteria outlined in the council's policy. The minutes of five meetings held on 28 July 2025 were approved.
School Transport Appeal
The panel considered an appeal by applicant L.M.A.B against a decision of the authority for the non-provision of free school transport. The panel unanimously resolved to refuse the appeal because L.M.A.B was not attending the nearest or Local Education Authority (LEA) designated school for their home address, due to parental preference, and therefore did not meet the criteria outlined in the council's Home to School Transport Policy.
The panel considered the written representations of the appellant and the observations of departmental officers, together with the individual circumstances of the case.
The report relating to this item was not for publication because it contained exempt information as defined in Paragraph 12 of Part 4 of Schedule 12A to the Local Government Act 19721, as amended by the Local Government (Access to Information) (Variation) (Wales) Order 2007. The public interest test in this matter related to the fact that the report included personal information relating to the applicant.
