Summary
The King's Lynn and West Norfolk Council Planning Committee met on Monday, 1 September 2025, to consider several planning applications and a report on delegated decisions. The agenda included decisions on applications for developments in Denver, Dersingham, Thornham and Walsoken. The committee was also scheduled to review planning applications determined by the Executive Director under delegated powers.
Land at Ryston Road, Denver
The committee was scheduled to consider an application for a self-build dwelling and garage on land north of 61 and 63 Ryston Road, Denver. The applicant, Mr and Mrs Foster-Bentham, sought permission to construct a single-storey, three-bedroom bungalow with a detached garage on a portion of their existing garden.
The application was called in by a Councillor Hodson, and the planning officer's report recommended approval, subject to conditions.

The Parish Council objected to the proposal, stating that the land is very soft and sandy and nearby residents have commented to the parish council about their concerns on the boundary.
Park Hill, Dersingham
The committee was scheduled to discuss an application for proposed extensions and alterations at 8 Park Hill, Dersingham. The application sought permission for extensions and alterations to an existing dwelling, including the creation of a new first floor via the provision of a new roof structure and porch.
The application was called in by Councillor Bubb and Councillor Collingham.
The planning officer's report recommended approval, subject to conditions.
The Parish Council objected to the proposal, citing that it was not in character of the area, overbearing and dominant, a complete restructure of the plot, blocks the skyline and would have a detrimental affect on all neighbours.
Ploughmans Piece, Thornham
The committee was scheduled to consider an application for a self-build replacement dwelling at Megget, Ploughmans Piece, Thornham. The applicant, Mr Hunter, sought permission to demolish an existing bungalow and erect a two-storey replacement dwelling.
The application was referred to the committee by the Sifting Panel.
The planning officer's report recommended approval, subject to conditions.
The Parish Council objected to the application, stating that it was contrary to the Thornham Neighbourhood Plan, specifically Policies D1, H1, H4, and HA1.
Biggs Road, Walsoken
The committee was scheduled to discuss a retrospective application for the intensification of use of existing hardstanding at an existing Gypsy/Traveller site to enable the standing of additional caravans at land east of Willowdene north of Clydesdale, Biggs Road, Walsoken. The applicant, Mr J Rooney, sought permission to increase the number of caravans on the site to a total of six static caravans and three touring caravans.
The application was called in by Councillor Kirk, and the planning officer's report recommended approval, subject to conditions, which is at odds with the views of the Parish Council.
The Parish Council objected to the application on the grounds of over development, the retrospective nature of the application and a disregard for council processes.
Delegated Decisions
The committee was also scheduled to receive a schedule of planning applications determined by the Executive Director under delegated powers1. The report included performance data on the speed and quality of decision making.
