The Newark and Sherwood District Council Planning Committee scheduled a meeting for Thursday, 4 September 2025, to discuss several planning applications, appeals, and updates. The meeting was to be held at the Civic Suite, Castle House, Newark. Three planning applications were listed for decision, along with updates on appeals lodged and determined.
Land at Godfrey Drive, Winthorpe
An outline planning permission application for land at Godfrey Drive in Winthorpe was included on the agenda. Lindum Developments Ltd, with Mr Andrew Pettifor as the applicant and Aspbury Planning Ltd as the agent, requested outline planning permission for up to 41,806 square metres of employment land. The land would be designated for B21, B82 and E(g) (i), (ii) and (iii)3 use classes, with associated internal access roads, landscaping, and drainage. The application also included a proposal to divert an existing footpath and create a new access into Newark Showground.
The planning officer's report noted that part of the site fell within allocation NUA/MU/1, designated as a mixed-use site within the Newark Urban Area. The report also noted that the application sought to 'offset' part of the original allocation in favour of developing the application site.
The planning officer's report stated that a letter of support from Newark Showground Agricultural Society highlighted significant benefits to the Society/Showground conferred by the Application, including:
a new all-purpose access/egress to the south side of the Showground to-andfrom Godfrey Drive/the A17 Trunk Road, which will facilitate a better distribution of traffic generated by events at the Showground, both internally and externally (on the public highway), reducing congestion, queuing and consequent delays for all road users.
The Business Manager – Planning Development recommended that the committee approve the application, subject to conditions.
Land at Fernwood South, Claypole Lane, Fernwood
The committee was scheduled to discuss a reserved matters application relating to land at Fernwood South, Claypole Lane, Fernwood. Persimmon Homes, with Mr Robbie Steel as the applicant, sought approval for the appearance, landscaping, layout, and scale for 430 dwellings. The application included associated infrastructure, such as sustainable urban drainage systems (SUDs), public open space (including a play area), sports pitches with changing facilities, and allotments. These elements related to Phase 1a of outline permission 16/00506/OUTM.
The planning officer's report noted that the site was partially within Flood Zone 3a and was subject to the presence of a gas pipeline and electricity pylons.
The Business Manager – Planning Development recommended that the committee approve the application, subject to conditions.
West View Farm House, Collingham Road, Besthorpe
The Planning Committee was scheduled to consider an application concerning West View Farm House, Collingham Road, Besthorpe. G.A.K Developments LTD submitted application 25/00707/FUL, seeking permission for the removal of a portal frame building and demolition of a brick barn. The application also included an extension to a barn conversion and the construction of three new dwellings.
The planning officer's report noted that the application site was located outside of the settlement of Besthorpe, in an open countryside position. The existing buildings were of traditional agricultural design, predominately of brick construction, and included a grain store, granary, storage barn, and a dairy barn.
The Business Manager – Planning Development recommended that the committee approve the application, subject to conditions.

The Planning Committee was scheduled to note a report on appeals. The report Appeals A report included a list of appeals lodged and appeals determined between 23 July and 26 August 2025.

- An appeal against the refusal of a planning application at 207 London Road, Balderton, for the change of use of a house to a children's care home.

- Appeal Dismissed: Land At Greenaway, Rolleston - Demolition of two bungalows and erection of five dwellings.
- Appeal Dismissed: Annexe The Cottage, West Lane, Edwinstowe - Change of use from Annexe to Independent Dwelling.
- Appeal Allowed: Smallholding Rear Of 55 Beacon Hill Road, Newark On Trent - Application for permission in principle for a residential development of between two and four dwellings following the demolition of agricultural buildings.
- Appeal Dismissed: Hutchinson Engineering Services Ltd, Great North Road, Weston, Newark On Trent - Proposed change of use of agricultural land to proposed turning area, long term staff parking area and electric vehicle charging points
- Appeal Dismissed: Hutchinson Engineering Services Ltd, Great North Road, Weston - Enforcement appeal against the material change of use of agricultural land to use for the parking and manoeuvring of commercial and staff vehicles.
- Appeal Dismissed: East Stoke Village Hall, School Lane, East Stoke, Newark On Trent - Demolition of Redundant Village Hall and Erection of Detached Self Build Dwelling.
