Here is a summary of the scheduled discussions for the Hackney Council Pensions Board meeting on 11 September 2025. Draft Pensions Board Terms of Reference

The Pensions Board was scheduled to consider and approve the revised Terms of Reference. According to the draft terms of reference cover report, the terms are brought annually to assist new and returning members by informing them of the framework and procedural arrangements of the board as set out in the council's constitution.

The report stated that as a matter of good practice and effective governance, the board is required to review their Terms of Reference ensuring they remain effective and reflective of the works and focus of the board.

The draft terms of reference have been updated to include:

• A third role for the Pension Board: assisting in the effective and efficient management of risks.
• Key duties and functions.
• Definitions of types of board members.
• A protocol for reporting exceptional circumstances that the board considers.
• An amendment to the composition of the Appointment Panel to allow for substitutes to avoid disruptions mid appointments.
• An update to include entitlement to an allowance in line with the council's constitution as set out in Part 7C under the Members Allowance Scheme.
• New sections including eligibility, selection criteria, term of office, standard of conduct and conflict of interest, knowledge and skills, and explanation of who may attend board meetings.
