Summary

The Bursledon, Hamble-le-Rice and Hound Local Area Committee met to discuss several planning applications, proposed changes to parking fees, and various local improvements. The committee approved the proposed fees and charges for 2025/26, and granted permission for alterations to a retail unit and several residential properties, subject to conditions. They also noted several ongoing planning appeals and updates to local projects.

Planning Decisions

The committee made decisions on several planning applications:

  • 32A Queens View, Netley Abbey The committee approved a variation of Condition 23 of planning permission ref. F/23/96224, to allow increased opening hours for the retail unit of 6am-10pm daily. The original condition restricted opening hours to between 6am and 6pm daily. The committee was updated with an additional note regarding impacts on European Protected Sites, concluding that the proposed amendment would have no adverse impacts and requires no further assessment.

  • Barn Court, High Street, Bursledon The committee approved a retrospective application for the construction of outbuildings in the rear garden at Barn Court, subject to conditions set out in the report. The Vice-Chair thanked the applicant for allowing the committee to carry out a site visit, as it helped them to have a better understanding of the application.

  • 36 Grange Road, Netley Abbey The committee approved an application for a replacement outbuilding/annex at 36 Grange Road, subject to the conditions set out in the report.

  • 3A Manchester Road, Netley Abbey The committee approved an application for alterations to a single-storey garden room/sunroom and garage, including a change of flat roof to pitch at 3A Manchester Road. The committee was updated with planning history to include a previous refused application, H/22/93834, for conversion of garage/summer-house to annexe with associated two-storey and first floor extensions, refused 12/01/2023. The description was amended to Construction of single storey outbuilding to form garden and sun room after demolition of existing building . One person spoke in objection to the application, citing concerns that included but were not limited to, loss of view of the water, the view being mentioned in the conservation plan but wrongly attributed to York Road, and the impact of the pitched roof which would obscure 50% of the view. The applicant spoke in support of the application.

Report of the Local Area Manager

The committee considered the Report of the Local Area Manager, Ross McClean that contained recommendations for expenditure from the committee's developer contributions1. Councillor Jane O'Sullivan thanked Bursledon Parish Council for all their work on Long Lane Pavilion and ensuring the project was completed. Councillor Prad Bains voted against Item 1 of the report.

The committee approved:

  • The proposed fees and charges for 2025/26, as set out in Appendix 1.
  • The allocation of £2,204 from developer contributions to install three benches overlooking the ponds within the Kestrel Park Development.
  • The allocation of £630 from the revenue budget to install a knee rail2 around green space at Cunningham Gardens to prevent verge parking.
  • The allocation of £630 from the revenue budget to repair the brick welcome to Pilands Wood sign.

The committee noted:

  • The allocation of £5,890 from developer contributions to Long Oak Pre-School to install a perimeter fence, situated at Pilands Wood Community Centre.
  • The allocation of £880 from the revenue budget to repair the safety fence around the gun emplacement at Hamble Point.
  • The allocation of £455 from the revenue budget to install a dual waste bin at Estridge Close.
  • The achievements in the local area supported by the LAC, highlighted in Appendix 2.

Public Participation

Two members of the public spoke in relation to public art, specifically the potential art installation known as the Netley Sculpture. They raised concerns that the visit to meet the artist felt more like a tick box exercise, and that local resident's concerns were not being listened to at the meeting.

Their concerns included, but were not limited to:

  • The modern design being inappropriate and out of character for the location.
  • Lack of concern for the local Victorian heritage.
  • Lack of local consultation in the area.
  • The materials to be used not being suitable for a coastal environment.
  • The art not integrating sensitively to its environment.
  • Concerns about what would happen to the current benches.

The Local Area Manager agreed to look into resident's concerns and reply in writing.

  1. Developer contributions, also known as Section 106 agreements, are financial or in-kind contributions that developers make to local authorities to mitigate the impact of their developments on the local community and infrastructure.

  2. A knee rail is a type of low fence, typically consisting of one or two horizontal rails supported by posts, designed to prevent vehicles from accessing a particular area while still allowing pedestrian access.
