The Planning Policy and Local Plan Committee of Tendring District Council met on Monday, 8 September 2025, to discuss several matters including a draft Supplementary Planning Document for Hartley Gardens. The committee was also scheduled to note apologies for absence, confirm the minutes of the previous meeting, and consider questions from the public.
Hartley Gardens Supplementary Planning Document
The committee was scheduled to discuss the progress of the draft Hartley Gardens Supplementary Planning Document (SPD) and consider recommending to the Cabinet that it be published for public consultation. The agenda for the meeting stated that the committee would:
update the Planning Policy and Local Plan Committee on the progress of the Hartley Gardens Supplementary Planning Document (SPD) and to seek the Committee's endorsement to recommend to Cabinet that the draft SPD be published for public consultation.
Supplementary Planning Documents1 provide additional guidance to support policies in the Local Plan2. They can be used to provide more detailed advice on how policies should be applied in specific locations or on particular types of development.
Public Speaking
The Planning Policy & Local Plan Committee was scheduled to allow members of the public and other interested parties/stakeholders to speak to the council's elected members on any officer report to be considered at the meeting. Notice of a question needed to be delivered in writing to the Town Hall or by email to Democratic Services by midday on Wednesday 3rd September 2025.

The agenda also included the following items:
- Apologies for Absence and Substitutions: The committee was asked to note any apologies for absence and substitutions received from members.
- Minutes of the Last Meeting: The committee was asked to confirm and sign the minutes of the meeting held on Wednesday 28 May 2025, as a correct record.
- Declarations of Interest: Councillors were invited to declare any Disclosable Pecuniary Interests, Other Registerable Interests of Non-Registerable Interests, and the nature of it, in relation to any item on the agenda.
- Questions on Notice: Subject to providing two working days' notice, a member of the committee could ask the Chairman of the Committee a question on any matter in relation to which the council has powers or duties which affect the Tendring District and which falls within the terms of reference of the committee.
