The committee was scheduled to discuss an outline planning application for the construction of 50 dwellings at Bow Brook Farm on Vyne Road in Bramley. All matters were reserved except for access. The application site is located in a countryside location adjacent to the Bramley Settlement Policy Boundary. The proposal included 40% affordable housing, on-site multi-functional green space, a landscape management plan, and highway improvement works. The Planning and Development Manager was delegated to either approve the application subject to conditions and a legal agreement, or refuse permission for appropriate reasons.

Land at Halliday Close, Basingstoke

The committee was scheduled to discuss an application for the erection of 4 residential dwellings with associated private gardens, landscaping, car parking, cycle storage and waste/recycling storage at Land at Halliday Close in Basingstoke. The application site is located within the Settlement Policy Boundary for Basingstoke.

Land at Roundtown Estate, Hackwood Park, Basingstoke

The committee was scheduled to discuss an application for the construction of livestock buildings, a silage clamp, a straw building, a workshop and associated farmyard at Land at Roundtown Estate in Hackwood Park, Basingstoke. The application site is located near several listed buildings, including Hackwood Park, and is within the Impact Risk Zone for several Sites of Special Scientific Interest¹.

Land to the South West of Galley Lane, Headley

The committee was scheduled to discuss a Technical Details Consent application for the erection of 4 dwellings at Land to the South West of Galley Lane in Headley. This application was in accordance with a previously granted Permission in Principle.

Plot A (1) Land at Hollington Lane, Woolton Hill, Newbury

The committee was scheduled to discuss an application for a variation of condition to substitute a car port for a garage on Plot A at Land at Hollington Lane. The application also sought to vary conditions to reflect details approved on 15 December 2024 and 16 January 2025.

Tree Preservation Order BDB/0727

The committee was scheduled to consider the confirmation of Tree Preservation Order (TPO) BDB/0727 for Land At Three Corner Plantation, Heath End Road, Baughurst. The report pack stated that the council served a TPO to protect a woodland in response to reported tree felling and concerns that the landowner may seek to alter the land use and occupy the site. The report pack summarised an objection received from Mr Brandon James, the landowner, who stated that the woodland is a managed plantation and that the TPO would hinder responsible land management.

Quarterly Appeals Report

The committee was scheduled to review a quarterly report on appeal decisions made between 1 May 2025 and 31 July 2025. The report pack included a summary analysis of the appeal decisions. The purpose of the report was to update the committee on appeal decisions and the reasons given for those decisions.
