The High Peak Borough Council's Development Control Committee met to discuss several planning applications, including a proposal for 110 dwellings at Glossopdale Community College, a change of use for the Kings Arms Hotel, alterations to Glossop Community Sports Hub, and the retention of a dog exercise area in Hadfield. The committee refused the application for the Glossopdale Community College and approved the other three applications, subject to conditions.
Glossopdale Community College, Talbot Road, Glossop
The committee refused an outline planning application for the construction of up to 110 dwellings at the Glossopdale Community College lower site on Talbot Road in Glossop [HPK/2024/0481]. The application sought outline planning permission, with all matters reserved except for the principal points of access.
The reason for refusal was that the proposed development would involve the loss of playing field land, without adequate replacement facilities or an assessment demonstrating the land is surplus to requirements. The committee found that the proposal did not comply with policies S1, S5, H1 and CF4 of the Adopted Local Plan, Sport England's Playing Fields Policy, or paragraph 104 of the National Planning Policy Framework (NPPF).
The planning report [ITEM 1 HPK-2024-0481 Former Community College Glossop RS] noted objections from Sport England, who stated that the application did not accord with any of the exceptions to their Playing Fields Policy or paragraph 104 of the NPPF. Sport England argued that the applicant had not demonstrated that the playing field would be replaced by equivalent or better provision, or that an assessment had shown the open space to be surplus to requirements.
Kings Arms Hotel, Market Place, Chapel-en-le-Frith
The committee approved a change of use application for the Kings Arms Hotel, Market Place, Chapel-en-le-Frith [HPK/2025/0196]. The proposal sought to change the use of the former public house to short stay tourist accommodation.
The planning report [ITEM 2 HPK-2025-0196 - Kings Arms Chapel JS] noted that the Chapel Parish Council objected to the application on the grounds of a lack of parking and waste storage and collection facilities. Despite these objections, the committee approved the application subject to conditions relating to the details of windows, external lanterns, flat roof railings, fire escape, and signage.
Glossop Community Sports Hub, Cemetery Road
The committee approved an application to vary condition 8 relating to planning permission HPK/2023/0045 at Glossop Community Sports Hub, Cemetery Road [HPK/2025/0206]. The proposal sought to extend the use of floodlights by one hour each evening, until 22:10.
The planning report [ITEM 3 HPK 2025 0206 Glossop Community Sports Hub] noted objections from neighbours regarding potential increases in noise and light pollution. However, the Environmental Health Department had no objection to the proposed development, subject to conditions. The committee approved the application, subject to a condition restricting the use of the floodlights to between 08:00 and 22:10.
Land at Park Road, Hadfield, Glossop
The committee approved a retrospective application for the retention of use of land as a dog exercise area from an agricultural field at Park Road, Hadfield, Glossop [HPK/2024/0255].
The planning report [ITEM 4 HPK-2024-0255 - Land at Park Road Hadfield JS] noted objections from the public regarding the suitability of the location for a commercial enterprise, the detrimental impact on the rural location, and the potential impact on wildlife. However, the committee approved the application, subject to conditions relating to the number of dogs allowed on site, landscaping, and the implementation of a landscape biodiversity and enhancement plan. The committee also stipulated that no lighting should be installed at any time.
Other Matters
The committee also approved the minutes of the previous meeting held on 14 July 2025, subject to an amendment regarding delegated powers for the preparation and entering into section 106 agreements1 relating to biodiversity net gain habitat bank sites. The committee also noted the Update Sheet and the Planning Applications Report.
