The Council of Torbay Council met on Thursday 11 September 2025 to discuss budget monitoring, questions from the public and council members, and the Torbay Harbour Authority. The meeting included a review of the council's revenue and capital outturn1 for the first quarter of the 2025-26 financial year, and questions raised by both the public and council members. Also on the agenda was a discussion of the Torbay Harbour Authority's outturn report for 2024-25.
Budget Monitoring
The council was scheduled to discuss the Budget Monitoring Revenue and Capital Outturn 2025 26 Quarter 1 report. The report provided an overview of the council's financial performance against the approved budget for the first quarter of the financial year. It included details of any significant variances and proposed actions to address them. The Cabinet Record of Decision Budget Monitoring - Revenue and Capital Outturn 202526 Quarter 1 was also included in the report pack.
Questions from the Public and Council Members
The council was scheduled to respond to questions raised by members of the public and councillors. The questions covered a range of topics, including local issues and council policies. The Member Questions September 2025 Published document contained the questions submitted by councillors, while the 11 September 2025 Public Question document contained the question submitted by a member of the public.
Torbay Harbour Authority Outturn Report
The council was scheduled to discuss the TM Outturn 24-25 report, regarding the Torbay Harbour Authority. The Torbay Harbour Authority is responsible for the management and operation of the harbours in Torbay, including Brixham Harbour, Paignton Harbour and Torquay Harbour. The report provided an overview of the Harbour Authority's financial performance and activities for the 2024-25 financial year. Appendices 1 and 2 to the TM Outturn 2024-25 report were also included in the report pack.
