The Licensing Committee convened to review minutes from past meetings of both the committee and its sub-committees, covering licensing applications and decisions across the Westmorland and Furness area. The committee authorised the signing of minutes from previous Licensing Sub-Committee meetings, following a discussion about the role of the committee in this process.
Licensing Sub-Committee Minutes
The committee reviewed minutes from nine Licensing Sub-Committee meetings that had taken place between January and June 2025. These minutes detailed decisions on various licensing applications, including new premises licences and variations to existing ones. Councillor Tony Callister raised concerns about committee members approving minutes from sub-committees on which they had not sat. The Chair, Councillor Helen Ladhams, clarified that the committee was not being asked to agree with the minutes, but to receive them and authorise the Chairs of the respective sub-committees to sign them as accurate records.
Following a brief adjournment for further clarification from the Legal Officer, Katie Douglas, it was confirmed that the committee's role was to receive the minutes. The committee then voted to authorise the signing of the minutes from the following meetings:

The minutes of the Licensing Sub-committee meetings included in the Public Reports Pack covered the following licensing decisions:
The Royal Oak, Burton-in-Kendal
The sub-committee approved an application to vary a premises licence for The Royal Oak, Burton-in-Kendal, granting the supply of alcohol (on and off the premises) from 08:00-23:15 Monday to Sunday, with extended hours on New Year's Eve and Bank Holiday weekends. Live and recorded music was also approved for these extended hours. The pub's beer garden must close at 22:30. The applicant stated that reopening the pub would better serve the local community by preserving an important asset
. The committee noted that Historic England had stated that Burton would be placed on its At Risk
Register without the pub.
Giggling Goose, Ambleside
The sub-committee approved an application to vary a premises licence for Giggling Goose, Ambleside, relating to an updated floor plan and the removal of conditions that did not fit the operational needs of the licence holder. Lakes Parish Council had objected to the application, but the sub-committee noted that no statutory authorities had raised objections. The applicant's agent, Ms Gill Sherratt, said that the applicant had attempted to consult with the Parish Council to address the issues raised in their objection but had not been able to achieve this.
The Red Rose Club, Ulverston
The sub-committee approved an application for a new premises licence for The Red Rose Club, Ulverston, subject to conditions outlined in a Noise Management Plan and additional conditions proposed by the sub-committee. The licence allows for a range of activities, including plays, films, live and recorded music, and the supply of alcohol. Concerns had been raised by local residents, including Mr C Bulger, Mr and Mrs Crowe, regarding noise and anti-social behaviour. The applicant's solicitor, Ms A Forrest, said that the premises operated like a pub and was not aimed at being a nightclub.
The additional conditions proposed by the sub-committee included:
- Installation of a broadband noise limiter if complaints are substantiated by Environmental Health.
- A dedicated telephone line available 24/7 for residents.
- A contact email address for residents to submit written complaints.
- Sharing of noise complaints with the Environmental Health Department within 72 hours.
Mango and Malt, Kendal
The sub-committee approved an application for a premises licence at Mango and Malt, Kendal, a South Asian supermarket, with conditions relating to late-night refreshment (hot drinks only) and the supply of alcohol. A local resident, Mr J Horner, had raised concerns about noise and disrespectful behaviour from workers at the premises. The applicant's agent, Ms G Sherratt, said that the premises would be run by a married couple with a family background in business and wholesale, and that they had identified a gap in the market for a South Asian supermarket in Kendal.
The conditions proposed by the sub-committee included:
- Increased and regular checks of the immediate outside areas after midnight.
- Installation of CCTV inside the premises.
- Clear notices reminding customers to respect local residents.
Netherfield Cricket Club, Kendal
The sub-committee approved an application for a premises licence at Netherfield Cricket Club, Kendal, subject to revised licensable hours and the adoption of a Noise Management Plan. Local residents, including Mr and Mrs Moratto-Smith and Mr S Wilson, had raised concerns about noise and anti-social behaviour. The applicant, Mr S Wilson, said that the licence was necessary to avoid repeat applications for Temporary Event Notices1 (TENs).
The conditions proposed by the sub-committee included:
- Increased checks of outside areas after 21:00 hours.
- A monitor displaying CCTV in the bar area.
- A dedicated telephone line available 24/7 for residents.
Coast Roads Festival, Barrow Park
The sub-committee approved an application for a new premises licence for Coast Roads Festival, Barrow Park, restricted to a single weekend per year. Concerns had been raised by a local resident, Mr E White, about noise and litter from the previous year's event. The event manager, Mr M Lingard, outlined the steps taken to ensure the safe and effective running of the festival.
Cark Manor, Grange-over-Sands
The sub-committee approved an application for a premises licence at Cark Manor, Grange-over-Sands, subject to revised conditions concerning CCTV and the display of alcohol. The applicant said that the property had been rented out to families or businesses, and that there had been a decision made not to accept stag or hen parties.
The revised conditions included:
- A digital colour CCTV system with recordings for at least 28 days.
- Alcohol not to be openly displayed or made available for general sale.
- A 24-hour point of contact for local residents.
Alhambra Cinema, Penrith
The sub-committee approved film classifications for six unclassified films to be shown at the Alhambra Cinema, Penrith. The Principal Specialist (Licensing), Mr S Hall, introduced a report that requested member approval to establish film classification for six unclassified films, which the applicant wished to show at their Premises.
Bombay Bistro, Kendal
The sub-committee refused an application to vary a Designated Premises Supervisor2 (DPS) at Bombay Bistro, Kendal. Cumbria Constabulary had objected to the appointment of Mr A Miah as the DPS.
44 North Row, Barrow-in-Furness
The sub-committee approved an application for a premises licence at 44 North Row, Barrow-in-Furness, subject to conditions relating to opening hours and the supply of alcohol. Local residents had raised concerns about public nuisance and traffic. The applicant, Mrs Livingstone Daniel, said that the intention was to operate as a community convenience store.
The conditions included:
- A direct telephone number for the responsible person/manager to be publicly available.
- Notices requesting customers to respect local residents.
- No engagement with third-party delivery platforms for alcohol.
Minutes of the Previous Meeting
The committee approved the minutes of the previous meeting held on 19 March 2025, with an amendment to correct the date of the previous meeting in the agenda.
